Associate Borrowing and Treasury Support Officer - based in Luxembourg

The EIB, the European Union's bank, is seeking to recruit for its Finance Directorate (FI), Strategy, Policies & Business Support Department (SPBS), Systems & Data Management Division (SDM), Borrowings & Treasury Support Unit (BTS), at its headquarters in Luxembourg, an Associate Borrowing and Treasury Support Officer*.

This is a full-time temporary position at grade 4.

Purpose

You will drive the development, implementation and maintenance of one or more core banking applications supporting a Bank critical business area and provide expertise concerning business requirements and/or specific applications used in the assigned business area in order to meet the functional and technology needs of the organisation, thereby contributing to the achievement of the EIB objectives.

Operating Network

You will work in a division of 25 people. The division consists of three main teams:

• the Market Data Management Unit (MDM) which consists of 7 staff members.
• The Borrowing and Treasury Support unit / 10 staff members.
• The Loans Support unit / 6 staff members.
  
  

The market data is used as the reference in pricing, valuation, accounting, reporting, and numerous other applications across the EIBG. The Borrowings and Treasury Support team is involved in the instrument configuration of all the borrowings and treasury operations in the core bank’s application. It also leads and coordinates the related business projects in WallStreet Suite and APEX applications and provides financial support to the user community of WSS and APEX applications.

You will co-operate closely with the other Units of the Division and will be in working contact with WSS and APEX users in FI (Finance directorate), CFC (Chief Financial Controller) and GR&C (Group Risk & Compliance directorate) regarding business aspects, and with IT about technical aspects.

Accountabilities

• Drive and coordinate complex transversal projects in the area of Borrowings and Treasury (e.g. new product implementation, new functionality introduction, WSS Upgrades, etc.) to ensure the timely implementation of the project within the set scope, time and budget.
• Execute and manage key business processes related to the implementation and running of the WallStreet Suite and APEX applications including related Trading platforms in the Finance directorate, Risk Management and Financial Control directorates in order to ensure optimum efficiency and reliability of the applications and related financial data, and user’s satisfaction.
• Drive and coordinate the implementation of regular upgrades of the WallStreet Suite and APEX applications including Trading platforms and related software by contributing to the development of business cases, facilitation of analysis workshops, the selection of the most effective solution and the definition and management of User Acceptance Testing (UAT) to ensure enterprise operational and IT deliverables meet the business requirements.
• Supervise and ensure consistency of the data quality in the configuration of instruments in the borrowing and treasury modules of the WallStreet Suite application in order to ensure a smooth processing and management of the transactions traded by the Capital Market Department and of the Treasury Department in line with required standards with respect to settlement, accounting and valuation principles and rules.
• Provide expert advice and recommendations in a proactive way on complex issues in the functional areas covered by WSS, APEX or regulation in order to foster optimal usage and to enable the user community to reach the EIBs objectives and align EIB with best practices.
• Develop and maintain key contacts with other banks or corporates in order to build co-operation and stay abreast of best practices. Manage business relationships with the system vendors/trading platforms to negotiate the delivery of functionalities.
• Manage the relationship and cooperate with counterparties in client Directorates in RM, FC and other services of the Bank as required.
  
  

Qualifications

• University degree (minimum an equivalent to a Bachelor) preferably in Business Administration, Finance or another relevant field.
• At least 3 years of relevant experience, ideally in the financial sector or business consultant companies within the banking sector, preferably as a Business Analyst or Project Manager.
• Good knowledge and experience of project management principles, methods and practices. PM2 certificate is an advantage.
• Business knowledge of financial instruments. Experience with instrument and trading platforms configurations will be an advantage.
• In-depth functional knowledge of software products/packages used in the assigned functional area of the EIB. Knowledge of WallStreet Suite or APEX is an advantage.
• Knowledge of the IT applications architecture and IT infrastructure in the EIB is an advantage.
• Excellent knowledge of English and/or French (***) with a good command of the other. Knowledge of other EU languages would be an advantage.

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
