The International Council of Peace and Security (ICPS) is an independent international NGO based in Geneva, committed to building a safer, more peaceful world for all. We believe that peace is not just the responsibility of governments and institutions—it is a shared effort, where every individual has a role to play. Our mission is to bridge research and action, providing expert analysis on global security challenges while fostering diplomatic dialogue between individuals, policymakers, and international institutions. Through our 12 specialised research disciplines, we analyse conflicts, assess emerging threats, and provide the public with knowledge to better understand global security challenges. We publish policy recommendations for governments and international bodies, advocating for peaceful solutions, humanitarian protection, and security strategies that prioritise human rights and the safety of all people.

About the Position

ICPS is seeking an accomplished and visionary Chief Technology Officer to lead and advance the technological capabilities of our organisation, ensuring that our systems and digital presence align with our mission to foster global security, promote peace, and drive sustainable growth. As the CTO, you will be responsible for overseeing all aspects of technology within ICPS, from web infrastructure management to cybersecurity, and enhancing our online presence through collaboration with the web design team. You will have direct line management responsibility for the IT and web design teams, providing leadership, mentorship, and strategic guidance. By leading these teams, you will ensure that ICPS’s technological infrastructure supports organisational goals, with an emphasis on innovation, security, and user experience. You will oversee the development of an intuitive, user-friendly website, ensuring that the design and functionality align with ICPS’s values and represent our brand effectively to a global audience.


You will collaborate closely with the media and communications teams to ensure that technology supports ICPS’s digital content and brand representation. Additionally, you will be responsible for preparing detailed reports for the executive team and Board of Directors, communicating technical developments, challenges, and solutions with clarity, and ensuring alignment between technology and ICPS’s long-term strategic objectives. Your technical expertise will be critical in navigating the complexities of technological growth and infrastructure, ensuring that ICPS remains at the forefront of digital innovation in international security and peace. This position offers a unique opportunity to shape the technology strategy of an international non-governmental organisation that is dedicated to global peace, and security. We are looking for an individual with a passion for leveraging technology to drive impact, a strong strategic mindset, and a commitment to building a sustainable and secure technological foundation. 


Key Responsibilities

As the CTO, you will ensure that technology is seamlessly integrated with our mission to promote and make global impact. Your responsibilities will include:  


Strategic Technology Leadership:  

  • Develop, implement, and oversee a comprehensive technology strategy that aligns with ICPS’s vision, mission, and long-term goals. Work closely with the Chancellor, Board of Directors, and key stakeholders to ensure that technological initiatives are closely integrated with the organisation’s broader strategic objectives. Provide forward-thinking advice on technological advancements, ensuring that ICPS remains at the cutting edge of digital innovation.  


Technology Infrastructure and Security:  

  • Oversee the development, maintenance, and scalability of ICPS’s technological infrastructure, ensuring its reliability, security, and capacity to meet the evolving needs of the organisation. Lead the implementation of cybersecurity measures to safeguard sensitive data and mitigate risks, ensuring compliance with relevant security standards and regulations.  


Collaboration and Digital Innovation:  

  • Lead and motivate the IT officers and web designers, fostering a culture of innovation, collaboration, and excellence. Coordinate efforts to enhance ICPS’s digital presence, working with the web design team to improve the user interface, visual design, and overall user experience of ICPS’s website and digital platforms.  


Skills and Competencies Required:


Financial and Strategic Expertise:

  • Extensive experience in financial planning, budgeting, forecasting, and risk management, ideally within a non-profit or mission-driven organization. Demonstrated ability to align financial strategies with organizational goals and deliver sustainable growth.  


Analytical and Problem-Solving::  

  • Exceptional analytical skills with the ability to interpret complex financial data, identify risks, and develop innovative solutions. A results-oriented mindset with a focus on achieving long-term impact.  


Communication and Stakeholder Engagement:   

  • Excellent communication and interpersonal skills, with the ability to convey financial information clearly to diverse stakeholders, including the executive board and regulatory bodies. Experience building partnerships and fostering trust with internal and external stakeholders.  


Qualifications

  • A master’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a closely related field from an accredited institution. 
  • A minimum of 10 years of progressive technology leadership experience, with at least 5 years in a senior or executive role overseeing technological infrastructure, IT teams, web design teams and digital strategy. Experience in the non-profit sector, particularly with international or mission-driven organisations, is highly desirable.  
  • Proven experience in leading and managing cross-functional technology teams, including IT officers, web designers, and digital strategists. Demonstrated success in building and managing high-performance teams that drive innovation and digital transformation.  
  • Strong advisory experience as a trusted technology consultant and primary point of contact on all tech-related matters for executive boards and senior leadership. Ability to provide clear, actionable insights and guidance on complex technological challenges and strategies.  
  • Proficiency in cloud technologies, enterprise-level IT systems, and emerging tech trends. Familiarity with system integration, user experience design, and digital communications platforms is a strong asset.  
  • Fluency in English (CEFR C1) is required.
  • Comfortable with flexible working arrangements, including part-time commitment, contributing 8–10 hours (20%) per week, with the ability to work remotely and choose working hours. 
  • A motivational and empathetic leadership style, with a commitment to fostering inclusivity, integrity, and excellence. Strong interpersonal skills to inspire trust and credibility within the organization.
