INCERT is a center of expertise providing services and solutions based on knowledge and experience acquired in cryptography, Public Key Infrastructure (PKI), eTravel document, biometry and artificial intelligence.

Established since 2012, INCERT is a Public Agency owned by the State of Luxembourg and the Luxembourg Chamber of Commerce. INCERT also represents and defends Luxembourg’s national interests at European and international organizations.

Within the scope of its business activities, INCERT is now recruiting a PHP Developer as a permanent position.


YOUR RESPONSIBILITIES


Backend Development


  • Design and develop robust backend applications using PHP (Symfony, Laravel or similar MVC frameworks).
  • Build and maintain REST and/or SOAP APIs consumed by INCERT mobile and web applications.
  • Create efficient, secure and scalable backend architectures aligned with INCERT’s technical guidelines.


Application Maintenance & Evolution


  • Maintain, refactor and improve existing PHP applications and internal tools. 
  • Ensure compliance with best practices regarding security, performance, and code quality.
  • Participate actively in application lifecycle: analysis, development, testing, deployment and monitoring.


Database Management


  • Design and optimise SQL database schemas (MySQL, PostgreSQL or equivalent).
  • Write efficient queries, ensure data integrity and manage migrations.


Quality Assurance


  •  Write unit tests and contribute to automated test strategies.
  • Participate in code reviews and ensure clean, documented and maintainable code.


Collaboration & Documentation


  • Collaborate closely with developers, UX designers, product owners and project managers.
  • Contribute to internal documentation, development standards and best practices.
  • Participate in continuous improvement initiatives and propose technical enhancements.


YOUR PROFILE


Technical skills and education


  • At least 3 to 5 years of professional experience in PHP development.
  • Strong knowledge of PHP 8, OOP, MVC principles and modern frameworks (e.g., Symfony, Laravel, CodeIgniter…).
  • Experience with API development, authentication mechanisms, (TOTP, OAuth2, OIDC) and secure data flows.
  • Experience with API development, authentication mechanisms and secure data flows.
  • Strong SQL knowledge (MySQL, PostgreSQL) and familiarity with ORM tools (Doctrine, Eloquent).
  • Good understanding of front-end technologies (HTML/CSS/JS) to interact with UI teams.
  • Knowledge of version control systems (Git) and CI/CD pipelines.
  • Frontend development experience with Angular or React is a plus.
  • Awareness of secure coding practices, cryptography, or PKI is considered a strong asset.

  • Ability to manage complex tasks autonomously and take ownership of technical topics.
  • Strong analytical thinking and problem-solving abilities.
  • Organized, rigorous and attentive to detail.
  • Excellent communication skills and ability to collaborate in a multidisciplinary team.
  • High sense of confidentiality, integrity and responsibility.
  • Fluent in French and English; Luxembourgish or German is an asset.
