Compliance Manager

About the Role

CoinTR is seeking an experienced Compliance Manager to lead our regulatory compliance function and ensure full alignment with Turkish financial regulations governing crypto asset service providers (CASPs). This role is critical in maintaining our operational integrity and regulatory standing in the Turkish market.

Key Responsibilities

• Develop, implement, and maintain the company's compliance framework in accordance with Law No. 7518 and related MASAK (Financial Crimes Investigation Board) regulations governing crypto asset service providers in Türkiye.
• Ensure compliance with CMB (Capital Markets Board / SPK) regulations and licensing requirements for crypto asset platforms.
• Design and oversee AML/CFT (Anti-Money Laundering / Countering the Financing of Terrorism) programs, including KYC, customer due diligence (CDD), and enhanced due diligence (EDD) procedures.
• Serve as or coordinate with the MASAK Compliance Officer (Uyum Görevlisi), managing suspicious transaction reporting (STR) and regulatory filings.
• Monitor transactions for suspicious activity and ensure timely reporting to relevant authorities.
• Stay current with evolving Turkish and international crypto regulations, translating regulatory changes into actionable internal policies.
• Manage relationships and correspondence with regulators, including MASAK, CMB, and BDDK where applicable.
• Conduct internal compliance audits and risk assessments; prepare reports for senior management and the board.
• Develop and deliver compliance training programs for staff.
• Oversee sanctions screening and PEP (Politically Exposed Persons) monitoring.
• Manage data protection compliance in line with KVKK (Turkish Personal Data Protection Law).

Requirements

• Bachelor's degree in Law, Finance, Economics, Business, or a related field.
• Minimum 5 years of compliance experience in financial services, fintech, or crypto asset sectors, with demonstrated knowledge of Turkish regulatory frameworks.
• In-depth understanding of MASAK regulations, AML/CFT obligations, and Turkish crypto asset legislation (Law No. 7518 and secondary regulations).
• Familiarity with CMB/SPK licensing processes for crypto asset service providers.
• Strong knowledge of KVKK and data protection requirements.
• Experience with AML/transaction monitoring tools and KYC systems.
• Fluency in Turkish and English (written and spoken) is essential.
• Excellent analytical, communication, and stakeholder management skills.
• Relevant certifications (e.g., CAMS, ICA) are a strong advantage.

Preferred Qualifications

• Prior experience as a MASAK Compliance Officer or in a similar designated role.
• Experience navigating the CASP licensing and authorization process under the new Turkish regulatory regime.
• Understanding of blockchain technology and crypto asset operations.
