For this position you would be working with our client from the European institutions.

The Publications Office of the European Union is the official provider of publishing services to all EU institutions, bodies, and agencies. As such, it is the central point of access to EU law, and to publications, data, research results, procurement notices and other official information. The Publications Office therefore plays a central role in informing the public about what the EU does and means for them, and in unlocking the power of data.

Below are the details of your role and requirements.

Your role:

  • Perform business analysis on key business processes supported by the Digital Services Act systems and the AI Office systems,
  • Define a digital transformation vision and strategy including on the use of AI in public administration,
  • Create business architecture models that reflect the organization’s strategies and goals.
  • Integrate the project and program strategies and ensure alignment with business strategies and drivers, and management priorities.
  • Identify ways to reduce costs in IT and business leadership
  • Conduct research to identify and benchmark open source and European IT solutions.
  • Evaluate systems for discrepancies or vulnerabilities
  • Conduct research to find ways to improve operations,
  • Provide business architecture and systems processing guidance
  • Create and implement a business vision and multi-year plan.
  • Interaction with the business analysts, customer, users, project leaders and the developers

Requirements:

Who we think you are:

  • Manage the implementation of information systems to meet identified business needs, acquiring and using the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
  • Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organization.
  • Guide the team in charge of project activities and review their deliverables.
  • Participate in functional working groups and progress meetings.
  • Estimate costs, timescales, and resource requirements for the successful completion of each project to agreed terms of reference.
  • Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports
  • Assisting the Publications Office in technical matters, including the migration of existing applications from ColdFusion to Angular/Java
  • Support the Publications Office with the corrective and evolving maintenance of several ColdFusion applications, .Net, Microsoft Access and Word macros
  • Be able to review and contribute to coding for ColdFusion applications in Angular/Java with Hibernate, Spring Boot, Rest and Soap technologies
  • Capable of reviewing legacy applications and propose solutions to export statistics of executions of different types of requests using Business Objects
  • Capable of analysing developing and maintaining ColdFusion applications, including their migration from Windows to Linux, from ColdFusion older to newer versions and comfortable in liaising with OP and DIGIT technical teams,
  • Organization of meetings and elaboration of meeting minutes
  • Management of the guarantee period of each order if applicable. Make sure that all the bugs reported related to any specific order during the guarantee period are fixed by the relevant service provider according to the guaranteed standards,
  • Organization of users' training when needed. The training may be provided by the contractor in charge of software development/maintenance, by the Publications Office’s internal resources or by any other resources
  • Monitor costs, timescales and resources used. Take action where these deviate from agreed tolerances. Ensure that delivered systems are implemented within these criteria
  • Manage the change control procedure gaining agreement for revisions to the project from project sponsors. Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience,
  • Interaction with the business analysts, customer, users, project leaders and the developers.
