About CEPI

Launched in 2017, the Coalition for Epidemic Preparedness Innovations (CEPI) is an international coalition of governments, academic, philanthropic, private, public, and intergovernmental institutions whose vision is to create a world in which epidemics and pandemics are no longer a threat to humanity. Our mission is to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need. CEPI played a central role in the global response to COVID-19, creating the world’s largest portfolio of COVID-19 vaccines – seven of which are approved for global or domestic use - and co-leading COVAX, the global initiative to support equitable access which supported the delivery of over 2bn vaccine doses globally. CEPI has CEPI has contributed to a number of scientific breakthroughs in vaccine development against other infectious diseases, including the first ever licensed Chikungunya vaccine and the first Nipah and Lassa virus vaccines into Phase 1 trials.

As COVID-19 has demonstrated, emerging infectious diseases represent an existential threat to our way of life. COVID-19 is not the first pandemic of the 21st century, and unless we act now, we can be sure that it will not be the last. Unlike some of the other big threats that humanity faces, we have the tools to systematically reduce and even eliminate the risk of future pandemics. It is vital that we capitalise on the rare alignment of political will, practical experience, and technical and scientific progress emerging from the pandemic to prevent such devastation happening again. CEPI’s five-year plan for 2022-2026 – known as CEPI 2.0 - aims to dramatically reduce or even eliminate the future risk of pandemics and epidemics. Central to the plan is CEPI’s goal to accelerate the time taken to develop safe, effective, globally accessible vaccines against new threats to just 100 days. Achieving this ‘100 Days Mission’, which has been embraced by the G7 and G20, would give the world a fighting chance of containing a future outbreak before it can spread to become a global pandemic, potentially averting millions of deaths and trillions of dollars in economic damage.

About the role

As a Senior IT Architect, you will be a senior member of the Digital & Technology department, with the opportunity to liaise with multiple stakeholders and decision makers across the organization. You will be responsible for reviewing, managing and implementing the Enterprise Architecture Roadmap for CEPI, including the full life cycle of software implementation and integration with 3rd party solutions. You will act as domain owner for the new platforms including 3rd party solutions native to all CEPI Enterprise Applications.

The role will involve using advanced theoretical and practical knowledge to provide and receive highly complex and sensitive information on technical matters including:

  • Organisational architecture
  • Business architecture
  • Information & Data architecture
  • Applications architecture
  • Technological architecture

Data governance and information management must align with established standards for data quality, architecture, and security. This alignment is critical for achieving value-driven objectives through effective analytics and reporting. Ensuring compliance with Information Security Management Systems (ISMS) and IT Service Management (ITSM) frameworks is vital to maintaining data integrity and security throughout the system design and solutioning process.

The role will be responsible for planning and organizing the technical aspects of the Infrastructure Project(s), which includes developing business cases, preparing procurement documents, drafting project agreements, and overseeing the competitive dialogue process. Additionally, the role will lead the planning and execution of the relevant CEPI technical workstream(s).

The position will report on the work program and deliverables to the Portfolio and Architecture Committee, collaborating closely with department heads, the Chief Operating Officer (COO), and the executive leadership team to align with and drive key strategic business goals. The ideal candidate will be passionate about technology, digitalization, and innovation.

This role reports into the Head of AI, Data & Analytics and would also closely collaborate with the Head of IT Strategy, Governance and Security.

A strong focus will be placed on the synergy between cybersecurity and data governance, which is essential for ensuring the integrity, confidentiality, and availability of data within the organization. Cybersecurity protects data from unauthorized access and cyber threats, while data governance ensures that data is properly managed, utilized, and protected in a consistent and compliant manner.

The postholder will also engage in regular negotiations with senior CEPI professionals, directors, and managers, particularly within a financially constrained healthcare environment. These discussions will address key issues that impact service quality and performance, requiring the ability to challenge existing practices and management processes effectively.


Responsibilities

  • Drive strategic alignment between the business and IT and be an active member of the D&T leadership team.
  • Design and facilitate implementation of enterprise-level solutions for the Data Management Platform, ERP and HR systems, ensuring alignment with business objectives and seamless integration with the existing IT infrastructure.
  • Chair the Portfolio and Architecture governing body and drive implementation decisions in accordance with the D&T principles.
  • Ensure compliance with Information Security Management Systems (ISMS) and IT Service Management (ITSM) concepts, maintaining the integrity and security of data during solutioning & design of systems.
  • Demonstrate comprehensive knowledge of DevOps practices, facilitating continuous integration and continuous deployment (CI/CD) to enhance operational efficiency and agility.
  • Engage in Partner/ Vendor management and participate in discussions of solution, progress and milestones.


Education, Experience and Competence

  • A degree in Information Technology, Computer Science, or a related discipline. Advanced degree is preferred.
  • Proficiency in math, computer science, and database management.
  • Strong analytical, communication, and leadership skills.
  • Ability to present complex concepts simply and manage multiple tasks.
  • Minimum 5 years’ experience working with IT infrastructure and enterprise architecture.
  • Proficiency in the use of enterprise architecture tools (Abacus, Ardoq, Planview EA, etc.)
  • Experience with R, Python and other ML techniques.
  • Experience with SQL, Oracle, and data visualization tools such as Tableau, D3.js, and R.
  • Experience with cloud-based technologies & Data Solutions such as AWS, Azure, or Google Cloud Platform
  • Develop taxonomies and metadata frameworks to improve information retrieval.
  • Collaborate with UX designers, web developers, and content creators to ensure cohesive design and content strategy.
  • Test and refine information structures through user testing and analytics.
  • Hold certifications such as TOGAF, SABSA architecture, and have a thorough understanding of ISO standards like 27001, 31000, 42000, and others.
  • Background from consulting or project-based organizations is preferred.
  • Excellent verbal and written communication skills in English.


Travel and Location Requirements

  • This role is based in Oslo (Norway) or London (UK)
