THE EXECUTIVE DIRECTORATE (EXD)


The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.


THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)


Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General. The Talent Management and Analytics Group (TMA) is a division of EXD/HRM. TMA develops, implements and supports a variety of human capital projects for the Organisation’s workforce. The division ensures that business processes and tools are up-to-scratch and provides data-driven solutions to help build diverse, inclusive and effective teams. TMA also manages the OECD’s learning and development initiatives and runs several programmes aimed at ensuring the OECD attracts outstanding talent from interns right up to senior managers.


TMA is looking for a Learning & Development (L&D) Project Manager to administer high quality learning programmes and run the execution of a wide range of learning and development topics. The role will involve working with internal and external stakeholders to deliver our flagship leadership programmes, executive coaching programmes, and the management of various other learning offerings. The L&D Project Manager will work under the supervision of the Learning and Development Lead and will drive multiple projects with consistent quality and timely delivery.


Job Description


Main Responsibilities


The L&D Project Manager will contribute in driving the development and implementation of learning strategies that support the growth and development of our employees. This role will focus on managing and delivering two yearly leadership programmes, overseeing language course offerings, and supporting the design and delivery of both e-learning and instructor-led training modules.


Leadership Programmes Management:


  • Plan, manage, and oversee the delivery of two comprehensive leadership programmes, the Emerging Leaders Programme (ELP) and Global Management Academy (GMA), annually.
  • Coordinate with external vendors and internal stakeholders to ensure high-quality programme delivery.
  • Monitor and evaluate the effectiveness of leadership programmes, making adjustments as necessary.


Executive Coaching Programme:


  • Manage the executive coaching programme to support the development of senior leaders.
  • Identify and select qualified executive coaches to work with leaders.
  • Coordinate coaching sessions and ensure alignment with organisational goals.
  • Evaluate the impact of coaching on leadership performance and provide feedback to stakeholders.


Other L&D Support:


  • Support the design and development of engaging and effective e-learning modules and instructor-led training sessions.
  • Facilitate training sessions as needed, including onboarding courses, capacity building courses and others for internal stakeholders, and provide support to trainers.
  • Carry out the management of language course offerings to support employee development.
  • Liaise with providers to ensure course content within remit meets organisational standards.
  • Plan and manage budget for respective files ensuring efficient use of resources and adherence to financial constraints and submit payments through finance portal.
  • Provide regular updates and reports on project status, risks, and outcomes to senior management.
  • Carry out learning administration within the Learning Experience Platform where necessary.
  • Support procurement processes for the L&D team.
  • Stay current with industry trends and innovations in learning and development.


Qualifications


Ideal Candidate Profile


Academic Background


  • Master's degree in Human Resources, Adult Education, Organisational Development, Education, or a related field.


Professional Background


  • Proven experience with project management in learning and development, with a focus on leadership programmes, language training, and executive coaching.
  • Strong project management skills and the ability to manage multiple priorities.
  • Proficiency in instructional design and e-learning development tools.
  • Analytical skills to assess training needs and evaluate programme effectiveness.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively with diverse teams and stakeholders.


Technical Skills and Tools


  • Demonstrates Technical Skills under the Expertise Area Talent management and Development, with an intermediate level of Learning and Development, an intermediate to advanced level of Project Management, and a foundational level of Talent Management.
  • Demonstrates under the Expertise Area for HR Business Partnering with a Foundational level of People Performance Management as described under the Technical Skills description.
  • Proficiency in e-learning platforms (Rise Up, Cornerstone, etc.) and instructional design tools.
  • Proficiency in using Adobe Creative Cloud and other publication tools.
  • Demonstrates basic competence in using common analytics tools like Excel and navigating Power BI.
  • Familiarity with HR Information Systems (e.g., SAP), HR technologies and databases is an asset.


Core Competencies


  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 2); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 1); Innovate and Embrace Change (Level 2).

Languages


  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

  • Depending on level of experience, monthly salary starts at 5902.14 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process


For retained candidates, written tests/video-recorded interviews are foreseen for the first half of February and panel interviews are planned for end of February.
