Role Purpose: Manage and oversee fiber optic networks and cable landing stations, including planning, design, and rollout of routes connecting Oman’s borders and landing stations. Ensure timely and budget-compliant deployment of backbone networks, construction of ILA sites, and effective project administration, including ERP, RFP, and financial processes. Coordinate with partners like Omantel and Zain KSA for deployment approvals and plan and develop new wholesale opportunities.
Responsibilities:
- Lead the planning and design of new fiber optic networks and cable landing stations.
- Manage and prepare RFPs/RFQs for all project scopes and activities, collaborating with procurement and technical teams.
- Foster strong communication with partners in Oman to facilitate project deployment.
- Oversee and control the purchase order and invoicing cycles for projects, coordinating with finance and procurement teams.
- Manage and execute fiber optic network routes, including OSP civil work and new ILA electro-mechanical scopes.
- Supervise the ZOI team in overseeing network rollout and ensuring quality assurance.
- Monitor and evaluate the progress of ZOI contractors, ensuring project delivery through daily and weekly reporting and meetings.
- Lead and manage relationships with third-party partners in Oman, including government authorities.
- Follow up with the team and contractors to secure necessary permits and design approvals from all relevant authorities, including site visits and meetings to keep the permit process on track.
- Conduct random field visits during the implementation and handover phases.
- Ensure and control the design and quantities of routes, working with the team and contractors on both route and electro-mechanical aspects.
- Manage project documentation, including change requests, acceptance procedures, invoicing, and purchase order closures.
- Monitor site management requirements and agreements in collaboration with the admin manager and project team.
- Coordinate site management activities with Omantel and third-party shared sites.
- Support the development of new route studies, plans, and opportunities.
- Assist management in negotiating and finalizing new agreements and contracts.
- Organize and conduct daily and weekly meetings to review project delivery status, ensuring that implementation plans are executed according to cost and schedule agreements.
- Establish and apply project management methodologies and guidelines for quality assurance in the deployment of fiber optic routes, including civil work, fiber cable testing, and electro-mechanical shelters (AC/DC).
- Ensure compliance with material specifications for OSP and electro-mechanical components.
- Define and maintain minimum reporting standards, leveraging experience in financial management.
- Enhance corporate business benefits through effective project management and development aligned with corporate interests.
Knowledge & Technical Skills:
- Strong leadership and project management skills with advanced knowledge of project life cycles and proven expertise in planning, designing, and managing fiber optic routes, cable landing stations, and large-scale OSP civil works.
- Proficient in developing project scopes, including design, quantities, costing, and PIP for fiber optic routes and cable landing stations.
- Skilled in fiber optics OSP design, leveraging tools like Google Earth, and experience in civil work requirements, including excavation, specifications, and design reviews.
- Comprehensive knowledge of authority work permit procedures and requirements, with extensive experience collaborating with municipalities, MTCIT, MOI, the Royal Army of Oman, and other entities.
- Strong understanding of Oman’s geography, including roads, areas, and cities, coupled with advanced skills in network infrastructure deployment and delivery.
- Expertise in negotiation with contractors and authorities, as well as knowledge sharing related to third-party requirements and work permits.
- Proficient in electro-mechanical scopes, including shelter design, power connectivity (AC/DC rectifiers and generators), and cable landing station construction.
- Solid knowledge of OSP/EM material specifications, legal and contractual matters, and excellent written and oral communication skills in Arabic and English.
- Outstanding people management abilities and a commitment to achieving project objectives effectively and efficiently.
Education:
Bachelor's or Master's degree in Engineering, specializing in Telecommunications, Electrical, or Civil Engineering.
Professional Experience:
12 to 15 years of experience in telecommunications with a focus on fiber optic network infrastructure.
