Policy Analysis and Development Expert (Freelance)

Job Summary:

The Policy Analysis and Development Expert will support the Competitiveness & Economic Policies Team by providing strategic analysis, research, and development of economic policies.

The ideal candidate will possess a deep understanding of public policy, strong analytical skills, and the ability to produce actionable insights and strategic policy recommendations.

Key Responsibilities:

Policy Analysis:

• Conduct in-depth research and analysis of relevant policy issues, including identifying key stakeholders, trends, and potential impacts.
• Evaluate existing policies for effectiveness, efficiency, and equity.
• Assess the potential consequences of proposed policy changes.
• Evaluate global economic trends, best practices, and policy benchmarks relevant to Abu Dhabi’s objectives.
• Identify opportunities for policy reforms to enhance competitiveness and drive sustainable growth.

Policy Development:

• Design and propose policies aligned with strategic objectives that address challenges and promote desired outcomes.
• Draft clear, and persuasive policy documents, including briefs, memos, reports, and presentations.
• Collaborate with cross-functional teams to ensure alignment and integration of policy initiatives.

Impact Assessment and Reporting:

• Analyze the economic and social impact of implemented policies, using quantitative and qualitative data.
• Develop performance indicators and monitor policy outcomes, reporting findings to relevant stakeholders.

Policy Monitoring:

• Establish monitoring mechanisms to track the implementation and impact of policies over time.
• Regularly assess policy outcomes against predefined performance indicators, ensuring alignment with strategic objectives.
• Generate progress reports, highlighting successes, challenges, and recommendations for policy adjustments.

Stakeholder Engagement:

• Build strong relationships with key stakeholders, including government officials, industry representatives, and community organizations.
• Facilitate effective communication and collaboration among diverse stakeholders.
• Represent the Competitiveness & Economic Policies Team in policy discussions, workshops, and external meetings.

Qualifications:

• Bachelor’s degree in economics, Public Policy, or related field; advanced degree preferred.
• Proven track record of successful policy analysis and development (10+ years).
• Proficiency in relevant software applications (e.g., Microsoft Office Suite, data analysis tools).
• Strong analytical and problem-solving skills, with proficiency in data interpretation.
