Your opportunity

This role will work in the Human Resources (HR) team to provide high level advice and support across ECQ as a trusted HR partner in providing specialist advice in a timely and professional manner. The role will play a pivotal role within the HR team to develop and review HR policies and procedures to enable quality people management practises and maintain a continuous improvement agenda.

To be successful in this role, you will be an experienced HR practitioner who has or hold the following attributes:

  • Knowledge and/or experience or qualifications in contemporary HR management and best practice.
  • Generalist or operational human resource experience including payroll and WHS.
  • Excellent communication skills through collaboration as a business partner.


Your opportunity

This role will work in the Human Resources (HR) team and report to and support the Team Leader HR. The team is responsible for providing professional advice and support through the employee lifecycle of ECQ plus the management of the Temporary Election Staff (TES) workforce during election period. The team is also responsible for delivering HR initiatives and policies to establish best practice HR processes aligned to whole-of-government legislation.

ECQ is looking for the best suited candidate for this role, assessed on their eligibility and ability to undertake the requirements of the role (including, where relevant, the way you carried out previous roles).

Your contribution and accountabilities

  • Provide timely and reliable advice to managers and staff on a range of human resource matters relating to both industrial relations and employee relations across an employee's lifecycle including:
  • Employment conditions and engagement.
  • Workforce strategy and planning.
  • Performance and behaviour management strategies
  • Talent acquisition and retention.
  • Health, safety and wellbeing
  • HR workforce insights and reporting
  • Workplace Health and Safety
  • TES employment conditions and workforce requirements for election period.
  • Support the Team Leader on a range of HR matters including case management, HR reporting, workforce planning and strategic initiatives in partnership with senior management and ECQ objectives.
  • Contribute to HR capability across ECQ through education and awareness on policy, procedures and best practise approaches. As a trusted HR advisor influence and champion consistent application of Queensland public sector legislation, regulations, directives.
  • Maintain awareness of current HR practices and systems, contemporary trends, industrial instruments and emerging opportunities to ensure compliance for ECQ with the Team Leader (HR).
  • Analyse employee data to address individual and broader workforce issues, define risks and present evidence-based solutions to support decision making processes with Team Leader (HR), in particular across HR analytics and WHS.
  • Prepare and review reports, briefing notes, submissions and other correspondence, in accordance with ECQ requirements and workforce planning.
  • Support HR practices by identifying areas of continuous improvement through business partnering to enable management to lead and support their team using best practise approaches.
  • Develop internal and external relationships across ECQ, the sector and other electoral agencies on a range of HR and industrial relation activities to determine best HR practices fit for purpose for ECQ.
  • Contribute to team cohesiveness, wellbeing and capability through participation in establishing a positive environment, respectful of the views of others across the HR team and broader ECQ workforce.


Essential/desirable Requirements

  • There are no essential requirements however prior experience working in an operational HR role within Government would be highly regarded.
