Position Overview:
The Deputy MLRO will support the Money Laundering Reporting Officer (MLRO) in ensuring compliance with anti-money laundering (AML), counter-terrorist financing (CTF), and other relevant financial crime regulations. This role involves collaborating with various teams to implement robust AML frameworks, managing investigations, and maintaining high standards of compliance. As part of the second line of defense, the Deputy MLRO will oversee and provide independent oversight of Know Your Customer (KYC) and Know Your Business (KYB) activities to ensure adherence to regulatory requirements and the company's risk management framework. The position requires a deep understanding of the crypto and digital asset industry and the ability to adapt to its unique challenges.
Key Responsibilities:
- AML/CTF Compliance Oversight:
- Assist the MLRO in developing, maintaining, and enhancing the AML/CTF policies, procedures, and controls.
- Ensure compliance with Lithuanian and EU regulatory requirements, including monitoring changes in legislation and implementing necessary updates to the compliance framework.
- Support the implementation of the company’s risk-based approach to AML/CTF, including customer due diligence (CDD), enhanced due diligence (EDD), and transaction monitoring.
- Second Line of Defense Oversight for KYC/KYB Activities:
- Independently review and evaluate KYC/KYB onboarding and ongoing monitoring processes to ensure that they comply with internal policies, legal requirements, and industry best practices.
- Perform risk assessments on individual and corporate clients based on KYC/KYB information, providing independent recommendations and escalating high-risk issues to the MLRO.
- Monitor and challenge the effectiveness of first-line KYC/KYB controls, ensuring that they are adequate and properly implemented.
- Provide oversight and support to ensure that CDD and EDD measures are appropriate and proportionate based on the risk profile of customers.
- Validate that all client files, documentation, and risk assessments are complete, accurate, and aligned with the company’s risk appetite.
- Quality Assurance and Monitoring:
- Design and implement a QA framework to ensure the effectiveness and efficiency of AML/CTF, KYC, and KYB controls and processes.
- Conduct regular quality assurance reviews of CDD, EDD, KYC/KYB files, transaction monitoring, and suspicious activity reports (SARs) to identify gaps and areas for improvement.
- Develop and track key performance indicators (KPIs) and key risk indicators (KRIs) related to AML/CTF, KYC, and KYB activities, ensuring that compliance standards are consistently met.
- Investigation and Reporting:
- Conduct investigations into suspicious activities and prepare detailed reports for submission to the Financial Intelligence Unit (FIU) and other regulatory bodies.
- Maintain accurate and up-to-date records of all AML/CTF, KYC/KYB activities, investigations, and reporting.
- Assist in the management of internal and external audits related to AML/CTF and KYC/KYB compliance, ensuring timely remediation of any findings.
- Transaction Monitoring:
- Oversee the monitoring and review of customer transactions to identify unusual or suspicious activity.
- Collaborate with the compliance and operations teams to enhance transaction monitoring rules and alerts.
- Assist in the design and implementation of automated monitoring tools and systems.
- Training and Awareness:
- Develop and deliver AML/CTF and KYC/KYB training programs for staff, ensuring that all employees are aware of their obligations and the company’s policies.
- Act as a point of contact for AML/CTF and KYC/KYB-related queries from employees and provide guidance and support.
- Risk Assessment and Management:
- Assist in conducting regular AML/CTF and KYC/KYB risk assessments for customers, products, and services.
- Contribute to the ongoing development of the company’s AML/CTF and KYC/KYB risk management frameworks.
- Regulatory Liaison:
- Act as a deputy point of contact with regulators and law enforcement agencies regarding AML/CTF, KYC, and KYB matters.
- Assist the MLRO in preparing reports and responses to regulatory inquiries.
- Continuous Improvement:
- Proactively identify and implement process improvements to enhance the effectiveness and efficiency of AML/CTF, KYC, and KYB compliance programs.
- Stay up-to-date with emerging trends and technologies in the crypto and digital asset space to enhance the company’s compliance capabilities.
Requirements:
- Bachelor's degree in Law, Finance, Business, or a related field.
- At least 3-5 years of experience in AML/CTF, KYC, and KYB compliance, preferably within the financial services, crypto, or fintech industry.
- Strong knowledge of Lithuanian, EU, and international AML/CTF, KYC, and KYB regulations and best practices.
- Proven experience in conducting independent KYC/KYB reviews and implementing compliance frameworks in a second line of defense capacity.
- Experience with transaction monitoring systems, investigative tools, and report writing.
- Strong analytical, organizational, and communication skills.
- Ability to work independently and take initiative, while also being a collaborative team player.
- Professional certification in AML/CTF or KYC/KYB (e.g., ACAMS, ICA) is a plus.
- Proficiency in English; Lithuanian or other languages are an advantage.
