BACKGROUND

Established in 1995, CRDF Global is an independent nonprofit organization that promotes safety, security, and sustainability through international development and foreign assistance missions in over 120 countries. We are a recognized leader in strategic capacity building programs that combine technical expertise with flexible, locally driven solutions across the areas of CBRNE security and non-proliferation, global health, strategic trade controls, cybersecurity, innovation, and international professional exchanges.


USAID/Ukraine is responsible for the development, implementation, and oversight of USAID-funded activities operating throughout Ukraine. Currently, USAID/Ukraine is the largest and most complex Mission in the Europe and Eurasia region, with over $2 billion of funding appropriated to respond to Russia’s full-scale invasion and over 45 distinct activities with a portfolio value approaching $4 billion. Due to the region’s strategic importance to the U.S. Government, the Mission receives a high number of senior-level official visitors and works closely with interagency, host government, and civil society actors.


The US Government security rating for Ukraine as of March 2024 is currently on Level 4, “Do Not Travel,” due to armed conflict. The rating depicts the current unpredictable security situation, which directly impacted the security environment in Ukraine and the U.S. Mission. The U.S. Department of State’s (DOS) Ukraine Travel Warning details the security incidents and threats, which can be found here. Thus, security is a concern for USAID’s Implementing Partners (IPs). While USAID’s relationship with its IPs dictates against providing prescriptive guidance on security or mandatory reporting by the IPs, the Mission is establishing the Partner Liaison Security Operation (PLSO) as a tool to enhance communication between USAID and its IPs regarding security information to help IPs better manage and mitigate their respective security concerns as well as providing limited security support and advisory as perse.


The objective of the Partner Liaison Security Operation is to provide USAID/Ukraine IPs resources, security information, and opportunities to reduce their security risk profile to improve the delivery of USG assistance. The purpose of the PLSO is to serve as a liaison to and facilitate communications between the IPs and USAID/Ukraine, and between IPs themselves, to enable the IPs to better use and share publicly available information as a decision support mechanism. The PLSO efforts will assist in the more effective delivery of U.S. Government (USG) funded assistance, as it will enhance the IPs’ ability to stay abreast of security concerns and better secure their operations so that IPs can more aptly perform and advance development objectives under their respective agreements.


USAID is increasingly called upon to implement programs in countries and regions identified by the Department of State as High Threat Posts. In these areas, a consistent and appropriate level of safety and security support for the Agency’s IPs is critical. While IPs are ultimately responsible for the safety and protection of their employees and programs, the PLSO is intended to provide non-prescriptive safety and security-related support to USAID’s IPs, regardless of their organization’s country of origin. The PLSO also serves in an information-sharing role helping to disseminate open-source information and promote security best practices. The PLSO does not replace IPs’ responsibility to establish their own robust security, staffing, policies, and procedures. This operation will be in Ukraine outside the U.S. Embassy Compound. The Contractor will provide security support to USAID/Ukraine’s IPs operating throughout the country.


Information Management Officer Reporting to the Senior Analyst and supporting the Operations Manager, the Information Management Officer will support the Partner Liaison Security Operation on overall risk reduction of USAID Implementing Partners by ensuring the structured flow of security and security-related information to the PLSO’s database. This includes designing, maintaining, and updating information collection systems for ad hoc incidents, analysis, and development of data visualization and GIS products. Additionally, the Information Management Officer will assist in structuring background security information for compilation of the PLSO’s weekly report, or other thematic security reports.


More specifically, the incumbent will:

  • Support the development of a common operational picture, tailored recommendations, and up-to-date analysis, using information provided by Junior and Senior Analysts, USAID Implementing Partners, OSINT, and information shared across Ukraine’s security platforms.
  • Input information to USAID’s MAGE platform, for developing easy-to-digest data visualization and GIS products.
  • Create and maintain GIS maps, dashboards, and other visualizations to display risk trends in program impact areas.
  • As requested by the Senior Analyst, produce regular and ad hoc reports of security information sent by USAID implementing partners, or collected through open sources
  • Work with the CRDF Project Management Unit M&E lead on reporting, requirements activity progress tracking and indicators, and gathering insights from activity staff.
  • Assume occasional “on call” duties to report IP incidents to USAID.


Key position requirements and qualifications:

  • University degree in Information Management, Data Science, Security Studies, or a related field or a minimum of 3-5 years of experience in information management, data analysis, or security risk analysis, preferably within a humanitarian or development context.
  • Strong understanding of security risk management principles and tools.
  • Proficiency in data management software, GIS, data visualization tools, and experience with SQL, Excel, or similar platforms.
  • Ability to work under pressure and manage information flow in a high-risk, fast-paced environment.
  • Excellent communication skills, with experience delivering briefings and information products to diverse audiences.
  • Fluency in Ukrainian and English.
  • Excellent analytical skills and attention to detail.
  • Ukrainian residency is required.
  • Willingness and ability to travel within Ukraine up to 25%.
