Bolt
Estonia · Full-time · Mid-Senior

We’re looking for an experienced Senior Program Manager to join our Central Operations team.

About Us

With over 200 million customers in 50+ countries, Bolt is one of the fastest-growing tech companies in Europe and Africa. And it's all thanks to our people.

We believe in creating an inclusive environment where everyone is welcome, regardless of race, colour, religion, gender identity, sexual orientation, national origin, age, or disability.

Our ultimate goal is to make cities for people, not cars, and we need your help to achieve this mission!

About The Role

The Senior Program Manager for the Business to Government (B2G) segment will drive the strategic development, launch, and expansion of Bolt’s B2G initiatives, initially focusing on Northern Europe with a billion P&L potential. This role is critical in managing cross-functional teams and ensuring the success of public sector partnerships and government tenders. The PM will lead efforts to centralise solutions across regions, avoiding the creation of separate systems for each country, and bundle efforts from product, local operations, legal, and other stakeholders to ensure cohesive program management.

Main tasks and responsibilities:

  • Lead the B2G program launch in Northern Europe and other regions in 2025.
  • Develop and execute a roadmap to win high-complexity government tenders (e.g., hospital or school rides) and cement Bolt’s leadership in the B2G space.
  • Partner with local operations, product, legal, and compliance teams to ensure smooth execution of tenders and compliance with public sector requirements (when needed).
  • Identify specific needs required by the tenders and of the end-users and work with Product to develop tailored solutions for contracted rides.
  • Proactively identify risks related to tender participation, contract execution, and compliance, and develop mitigation strategies.
  • Develop KPIs for B2G contracts and report progress, profitability, and challenges to senior management.
  • Align efforts across regions and departments, ensuring consistency and cohesion in the execution of B2G programs.

About you:

  • Minimum 5 years of experience in program management or a related field, particularly in managing large-scale, cross-functional initiatives.
  • Demonstrated expertise in the public sector or government tenders, with a deep understanding of public procurement processes and compliance requirements.
  • Proven track record of delivering complex programs on time and within budget, especially in highly regulated environments such as government or large public sector projects.
  • Strong leadership and stakeholder management skills, with the ability to align cross-functional teams across regions, including product, legal, and operations.
  • Advanced analytical and problem-solving skills, with the ability to identify risks and implement data-driven solutions that enhance program delivery.
  • Proficiency in project management methodologies and tools, including Agile, Scrum, and Waterfall, with the ability to adapt approaches to suit the project’s needs.

Experience in scaling programs across multiple regions, centralising processes to avoid building separate solutions for each country.

Experience is great, but what we really look for is drive, intelligence, and integrity. So even if you don’t tick every box, please consider applying!

Why you’ll love it here:

  • Play a direct role in shaping the future of mobility.
  • Impact millions of customers and partners in 600+ cities across 50+ countries.
  • Work in fast-moving autonomous teams with some of the smartest people in the world.
  • Accelerate your professional growth with unique career opportunities.

  • Enjoy the flexibility of working in a hybrid mode with a minimum of 2 days in the office each week to foster strong connections and teamwork.
  • Take care of your physical and mental health with our wellness perks.
  • Some perks may differ depending on your location and role.
