The Engineering Lead is responsible for leading their team in the implementation of the Qatar Technical Institute (QTI) engineering training governance, product safety management systems. In this role, they will primarily be responsible for the Engineering Integration, Product Safety elements.
They will ensure that BAE Systems (Air) Engineering and Training governance mandates, policies and standards are implemented across the TI. This will include (but not limited too) engineering activities and integration of training devices, config control and certification activities of all engineering and training artefacts. They will also ensure that the appropriate level of Product Safety & Environmental Management standards and assurance activities are applied effectively across the QTI (e.g., HMM, PSEC activities). As such, the Job Holder will be the Primary Point of Contact on all Safety & Environment.
Working in support of the Technical Operations Manager, the Engineering Lead will act as Subject Matter Expert in the development and implementation of all required Engineering/Product Safety management plans. These plans will include all relevant policies, procedures and reporting systems, ensuring that the TI can clearly demonstrate adherence to international standards, company Policies and in country Qatar legislation.
As the senior Product Safety and Environmental representative at the TI, they will be required to provide consultancy and guidance to all areas of the project to increase understanding of the training engineering governance framework and its applications, whilst ensuring that all safety risks associated with operations are appropriately managed and mitigated. They will work closely with the SHE associate to ensure that SHE aspects of safety are properly governed.
The Engineering Lead is also responsible through their team of maintenance SME’s, for designing, integrating and implementing the maintenance regime for a wide range of training assets within the Technical Institute.
Core Activity
Lead the implementation and ongoing development of Safety and Environmental Management Systems (SEMS) and support the Technical Operations Manager in ensuring the SEMS meets all contractual and regulatory requirements. Support the safe introduction of new capabilities.
Support the Technical Operations Manager in Engineering Governance, Design and Certification activities. Preparation of certification documentation and validation of certifiable deliverables.
Produce reports for management, at varying frequencies, as appropriate. Prepare and deliver presentations and reports to support engineering/ product safety activities. Provide advice and guidance to the training delivery teams on training and engineering governance related issues.
The role will plan and implement a robust integrated maintenance regime to ensure availability of a wide range of training assets required to support training delivery across the Technical Institute (including managing the consumable spares package required to maintain the devices). This also includes making reports available for the availability of devices and the delivery of the maintenance programme.
As a leader, demonstrate the appropriate behaviours, fostering a culture that is focused on Product Safety, Health, Safety and Environment and provide guidance staff on safety concerns and issues.
Key Accountabilities
Manage all product safety risks and issues identified within the QTI, ensure they are continually assessed, consistently managed, and appropriately escalated to assure the overall safe operations.
Ensure the hazard management system is effectively managed and maintained, conduct hazard risk analyses, complete risk and opportunity logs and manage the Product Safety and Environment Committee (PSEC).
Co-ordinate independent safety and assurance audit activities, ensuring Product Safety/SHE polices are being applied effectively.
Lead the device maintenance to ensure availability of training assets through a robust maintenance regime, including reporting of maintenance activity and device availability.
In conjunction with the SHE Associate, investigate causes of accidents, injuries, illness or near misses related to the working environment and develop solutions to minimise or prevent a reoccurrence. Act as focal point for promoting the Safety & SHE culture.
Requirements
Successful completion of Product Safety Courses (e.g., Introduction to System Safety Engineering & Management Part A) Experience in the application and use of Goal Structured Notation is desirable.
An understanding of Product Safety, hazard identification & mitigation logs, safety justifications and fault analysis.
An understanding of Life Cycle Management, Engineering & Design Governance, Requirements Management, and Configuration Control and the application of related BAE Systems policies.
Understanding of the Training Lifecycle and applicable training mandates and policies.
Knowledge of applicable laws, regulations, and nationally recognized standards.
The ability to promote change and communicate effectively with a wide range of stakeholders.
Competent in the use of IT, spreadsheets, word processing and database management.
Knowledge of the functionality and experience of administering SharePoint is desirable.
Must be able to coordinate multiple priorities in a dynamic operating environment, working with a high degree of autonomy.
Must have experience of operating in both a Middle East and military environments.
Recognised engineering maintenance qualification and a minimum of 5 years’ experience in a related area
Minimum 2 years’ experience in a management / team leader role
