Technical Program Manager

UST is seeking an experienced Technical Program Manager to join our team. This role requires a professional with a strong technical background, experience in software development, and the ability to assess incoming projects during the Pre-Sale stage independently. The ideal candidate will evaluate the feasibility of projects, assemble and manage teams for implementation, establish efficient delivery processes, and either oversee the project directly or onboard a new project manager for its execution.

Key responsibilities:

Pre-sales:

• Assess incoming project opportunities from a technical perspective.
• Provide technical estimation based on high-level WBS and prepare comprehensive proposals.
• Collaborate with sales and account management teams to deliver compelling presentations to clients.

Project evaluation and kickoff:

• Evaluate project requirements and create realistic timelines, budgets, and resource plans.
• Assemble and onboard project teams, ensuring each member understands their roles and responsibilities.
• Define and establish delivery processes tailored to project needs.

Delivery quality:

• Assist ongoing accounts by ensuring delivery processes align with quality standards / Managed Service engagements
• Handle escalation management to resolve critical issues promptly / Managed Service & Outstaff engagements
• Continuously monitor project performance metrics and implement improvements / Managed Service & Outstaff engagements.

Team management:

• Lead technical and cross-functional teams, fostering collaboration and accountability / Managed Service engagements
• Mentor junior project managers and technical leads. / Managed Service engagements
• Assist with performance reviews, including support in developing Personal Development Plans (PDPs), evaluating their execution, and providing constructive feedback. / Managed Service & Outstaff engagements.

Process optimization:

• Continuously review and optimize delivery processes for efficiency and scalability.
• Ensure adherence to best practices and industry standards.

Qualifications:

• 2-3 years of hands-on experience in software development and architecture, with deep expertise in cloud and Docker infrastructure.
• Extensive experience in Pre-Sale & Project management with proven experience in delivering complex projects.
• Ability to independently evaluate project feasibility and risks.
• Strong understanding of Agile and other software development methodologies.
• Excellent leadership and team management skills.
• Exceptional communication and stakeholder management abilities.
• Proficient in English, with strong written and verbal communication skills.
• Bachelor’s degree in Computer Science, Information Technology, or a related field (Master’s degree preferred).
