JOB PURPOSE:
The Chief Data Officer (CDO) is a strategic executive responsible for managing and maximizing the value of Naufar’s data assets. It also involves developing and executing a comprehensive data strategy that align with and ensure compliance to the National data Classification Policy (NCDP) to ensure data quality, integrity, and security.
MANDATE: Healthcare Experience
Language: Fluent bilingual in English and Arabic
KEY ACCOUNTABILITIES:
- Lead the development and implementation of a comprehensive data strategy aligned with the organization’s strategic goals of enhancing cybersecurity measures.
- Direct the management of enterprise data resources, including data processing, analysis, and visualization capabilities. Collaborate with IT and business units to define data-related technical and business strategies and objectives.
- Lead the development, publishing, and maintenance of the organization’s data and analytics architecture and platforms. Establish a roadmap to ensure that it matches and supports business needs.
- Manage compliance with organization’s internal policies and procedures and mitigate risks associated with data security and privacy.
- Work closely with IT security teams to enforce and enhance cybersecurity measures for data handling and processing, ensuring the protection of Data classified internal and higher.
- Ensure that all data management practices comply with NCDP and other legal and regulatory standards such as the Personal Data Protection Law (PDPPL) Serve as the primary contact for data management between the organization and external partners, creating strong relationships and strategic alignment on data initiatives.
- Drive the adoption of innovative data technologies and methodologies that enhance the organization’s data security capabilities and operational efficiency.
- Lead the design, development, and implementation of the organization’s data and analytics platform to support digital business initiatives.
- Develop and track key performance indicators (KPIs) to assess the effectiveness of data management strategies.
- Report on the outcomes of data initiatives, emphasizing the impact on operational efficiency.
- Recommend adjustments to the data strategy based on performance metrics and evolving business needs.
- Maintain comprehensive data policies in line with the organization’s information security and data protection policies to ensure the security and compliance of data management practices.
- Deploy advanced analytics and machine learning technologies to enhance threat detection and response capabilities.
- Conduct regular assessments of data systems and processes to identify vulnerabilities.
- Define the responsibilities of team members and establish clear job roles for the team members.
Ethical, Legal and Professional Responsibilities:
- Knowledgeable of and complies with laws, rules, and regulations that govern healthcare practice in Qatar.
- Ensures compliance with policies, procedures, and quality improvement.
Abilities:
- Data Monetization: Ability to identify and capitalize on data-driven opportunities to create new revenue streams.
- Operational Efficiency: Enhance operational efficiency through data-driven decision-making.
- Communication: Excellent communication skills to articulate data strategies and insights to both technical and non-technical requirements.
Professional/Academic Qualifications:
- Bachelor’s and preferably a master’s degree in Information Technology, Cybersecurity, Data Science, Computer Science
- Professional training and experience in legal and regulatory areas are also desirable.
Experience:
- At least 10 years of relevant professional experience, with a significant focus on data management and cybersecurity.
- A minimum of five years of progressive leadership experience overseeing cross-functional teams, managing multidisciplinary environments, and driving enterprise-wide data initiatives
- Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards.
