Our client is a leading construction company in the Middle East, looking to hire a Commercial Engineer who will be responsible for managing the commercial aspects of marine construction projects on-site. This includes cost estimation, financial tracking, contract administration, and ensuring that the project is executed in line with the company’s commercial objectives. The Commercial Engineer will work closely with the project management and engineering teams on-site, providing support to ensure the financial success of the project while maintaining technical and contractual compliance.

Required Qualifications
Bachelor’s degree in Civil Engineering, Marine Engineering, Construction Management, or a related field.
Minimum of 7 to 10 years of experience in commercial management within the construction or marine infrastructure industry.
Strong knowledge of marine construction methodologies, including dredging, port development, coastal structures, and offshore engineering.
Proven experience in cost estimation, budgeting, and contract administration on marine or civil construction projects.
Familiarity with standard forms of construction contracts (e.g., FIDIC, NEC, bespoke marine contracts) and claims management processes.
Proven track record in handling Extension of Time (EOT) claims and variations on-site.
Excellent analytical, problem-solving, and communication skills.
Preferred Skills
Experience with marine construction-specific challenges, such as weather conditions, tidal variations, and environmental regulations.
Familiarity with relevant software tools, such as Primavera P6, Microsoft Project, or SAP.
Professional certification in project management or commercial management (e.g., RICS, PMP, AACE) is a plus.
Strong negotiation skills and the ability to engage with clients and subcontractors on commercial issues.
Work Environment
This is a full-time, on-site role that requires the Commercial Engineer to be present at marine construction sites. The role may involve working in challenging environmental conditions, including exposure to the elements and work in remote coastal locations. Key Responsibilities
- On-Site Cost Estimation and Monitoring:
- Develop and monitor detailed cost estimates based on site-specific conditions and
- Track project expenditures on-site, including labor, materials, and equipment costs,
- Assist in preparing change orders and variations due to on-site conditions or client
- Commercial Project Management:
- Support the project manager in monitoring the financial performance of marine
- Provide regular reports on project costs, revenues, and profitability to the commercial
- Ensure on-site commercial risks are identified and mitigated effectively, particularly
impacts, and logistical constraints.
- Contract Administration:
- Administer contracts on-site, ensuring compliance with contract terms and conditions,
- Coordinate with clients, subcontractors, and suppliers on-site to resolve any commercial or contractual disputes.
- Prepare and manage claims, including claims for Extensions of Time (EOT) and additional costs due to delays or unforeseen site conditions.
- Client and Stakeholder Engagement:
- Act as a key point of contact for the client and other stakeholders on-site for all
- Support the project management team in meetings with clients to discuss project
- Provide accurate commercial data to the client as required, including cost forecasts,
- Procurement and Supplier Management:
- Liaise with the procurement team to ensure that materials, equipment, and services
- Evaluate supplier and subcontractor quotations and provide input on commercial and
- Ensure all procurement is in compliance with the project budget and contract
- Risk and Opportunity Management:
- Identify and evaluate on-site risks, such as changes in scope, environmental conditions, or material availability, and develop commercial mitigation strategies.
- Identify opportunities for cost savings or additional revenue generation through
- Financial Reporting and Forecasting:
- Prepare financial reports on the status of the project, including cost analysis, cash flow
- Work closely with the finance team to track project payments, progress billing, and
- Maintain accurate and up-to-date financial records for the project, ensuring compliance with internal financial controls and procedures.
- Claims and Dispute Resolution:
- Prepare, submit, and manage claims for additional costs and time extensions (EOT)
- Support the project manager and legal team in resolving any disputes that may arise
