Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Audit Regulatory Compliance & Control Office’s Internal Audit team is looking for a Senior Business Analyst. The Analyst will be responsible for providing informed analytical support, synthesizing data and transforming it into illustrative frameworks and create presentations outlining problems/issues, analysis performed, and recommendations.

What will I be doing?

• Conducts comprehensive analyses in support of Forensic Investigations, advisory and assurance audit work specific to capital projects; provides subject matter expertise in analyzing and responding to inquiries, and solving complex problems
• Creates and applies reporting templates, business models and automated processes to meet legal and corporate standards, including meeting deadlines
• Provides thoughtful insights regarding available data, how to use it effectively to achieve the project objectives, and provide alternatives solutions or options, where data access or integrity issues exist
• Translate known business risks and control deficiencies into robust management reports that will be used to support management continuous monitoring and red-flag identification
• Performs data mining, establishes complete process maps and creates master databases, including advanced statistical/relational analysis of large data sets to identify and highlight inconsistencies and anomalies in Oracle E Business Suite, Power BI and other IT solutions
• Provides insights and recommendations to the Fraud & Forensics and Capital Assurance leaders to drive master data-related decisions
• Supports the development of evidence, tools, techniques and guidance that will demonstrate value for money for Metrolinx projects
• Provides internal stakeholders, leaders and Audit team members, with agreed upon reports, and recommendations with accuracy and within established timelines e.g. Key Performance Indicators, etc.
• Provides subject matter expertise to business leaders, partners and committee members, assists in interpretation of data for investigative and assurance decision-making and provides commentary
• Works closely with investigators, internal and external auditors, subject matter experts and other consultants, to maintain data integrity of the business and increase understanding of governance, controls, and standards
• Develops commentary and presentations on data analysis and reports for senior management and presents them to aid investigative results, assurance work and decision-making
• Exercises due diligence in data management and reporting, to reduce financial, legal, and reputational risks
• Provides recommendations to protect Metrolinx’s data integrity; shows stewardship of resources with innovative options and attention to value for money and cost savings.
• Collaborate with diverse stakeholders to gather qualitative and quantitative data needed for solid investigative support, decision-making and proactively identify opportunities for new technology/automation or streamlining of business processes and workflows
• Develop strong presentations and PowerPoint material by gathering and synthesizing data and transforming it into illustrative frameworks and powerful presentations outlining problems/issues, analysis performed, and recommendations
• Influence management decisions by recommending best solutions for business needs and identifying areas of waste or duplication
  
  
  

What Skills and Qualifications Do I Need?

• Post-secondary degree in Computer Science, Information Systems, Engineering, Business Process Improvement, or a related discipline – or a combination of education, training and experience deemed equivalent
• Demonstrated proficiency in Data analytics, data visualization, insight gathering, and exceptions reporting
• Current experience in coding languages such as SQL, python, etc
• Demonstrated experience as an Analyst, preferably in the transport or construction industry and / or the public sector
• Knowledge of business practices, data analysis and reporting; understands the impact of business processes to evaluate current and future business activities
• Ability to perform advanced level analysis, interpret and evaluate data, and recommend solutions to problems
• Methodical, hands-on, resourceful, and detail-oriented approach to problem solving and analytical research
• Interpersonal and oral/written/presentation communication skills to develop and present commentary, reports, and presentations on analysis to senior management, to aid decision-making
• MS Office and Oracle Database experience (CM14, Oracle E Business Suite, Salesforce, etc.)
• Experience with using and generating reports from Business Intelligence (BI) systems, e.g. Power BI, Tableau, Qlik Sense, is considered an asset
• Ability to work independently with minimal supervision
• Certification in Risk Management Assurance (CRMA), and/or Project Management Professional (PMP) and/or Lean Six Sigma or similar certification is an asset
• Continuing Education in project management, root cause analysis and / or construction is an asset
