- Role and responsibilities
Generic Responsibilities
- Ensure compliance with NRC policies, guidelines and standards.
- Ensure compliance with HR strategy, tools, handbooks, guidelines and standards, and Ukrainian labour law.
- Prepare and develop status reports as required by management and ensure proper filing of documents.
- Promote and share ideas for improvement of the support function.
- Identify, analyse and evaluate key processes and gaps in the HR activities and make recommendations for improvement.
- Conduct quality control and provide technical support.
- Ensure proper filing of HR & Recruitment documents.
- Take lead and ensure the full recruitment cycle for Grade 6 and below national staff recruitments at the Country Office.
- Support where needed in recruitment for G7.
- Organise and conduct interviews by ensuring transparency in the process.
- Ensuring that the NRC People (HRMIS) is always updated, be in charge for the data cleansing and update the NRC People system transaction regularly.
- Support the HR Manager and Adviser in the implementation of the recruitment system, and the recruitment tools including the recruitment SOPs.
- Manage the national Job Description database and ensure its updated regularly.
- Ensure the recruitment files are complete and updated with every stage of recruitment in NRC People and team site, regret letters are issued, and files are archived in a timely manner
- Ensure the HR & recruitment trackers and files are always updated and support the hiring teams as needed
- Ensure increased staff awareness of HR policies and procedures
- Improve organization attractiveness by recommending new policies and practices; monitoring job offers and compensation practices; emphasizing benefits
- Support Line Manager in day-to-day HR tasks as well as in preparing HR analytics reports
- Providing proactive and responsive HR advice and support service to managers based on the needs of the Country Office on HR procedures and legislation changes and its impact
- Perform any other tasks as requested by the line manager
- Competencies
Generic professional competencies:
- Recruitment experience in a humanitarian/recovery context or a rapidly growing organization,
- Knowledge about own leadership skills/profile.
- Fluency in English and Ukrainian, both written and verbal.
- Previous experience in the HR/Recruitment field with a minimum of 2 years
- Demonstrated knowledge of multiple recruitment tools and methods, as well as strong knowledge of labour legislation
- Experience in managing high-volume recruitment processes.
- Evidence of dealing with high-volume, deadline-driven requests in a calm, diplomatic and persuasive manner.
- Supporting the implementation of new procedures and procedural updates.
- Experience in managing the HRMS/ recruitment system.
- Organising and prioritising own work to the successful achievement of targets and objectives.
- Strong skills in MS Excel to analyze data and trends for informed decisions.
- Good communication and interpersonal skills.
