The EIB, the European Union's bank is seeking to recruit for its Portfolio Management and Monitoring Directorate (PMM) - Joint Middle Office Department (JMO) - Events Processing & Monitoring Support Division (EP&MS) - Portfolio Management Support & Guarantee Calls Unit (PMS&GC) at its headquarters in Luxembourg, a (Associate) Officer - Portfolio Management Support & Guarantee Calls*.
This is a full-time temporary position at grade 4/5.
The term of this contract will be until December 15th, 2026.
As this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.
Purpose
Provide Middle Office support to EIB Loan/Investment Officers in the Bank's Origination Directorates (OPS for EU transactions and GLO for non-EU) and to EIB Counterparty Monitoring and Transaction Management Officers in the Portfolio Management & Monitoring Directorate (PMM) for the execution of guarantee calls and the preparation of portfolio monitoring reports.
Specific Post Environment
Under the 3 Lines of Defence Model, OPS, GLO, and PMM Directorates constitute the First Line of Defence, whose job it is to assess and manage all risks inherent to our client-facing lending activity.
The Joint Middle Office (JMO) sits between these three Directorates and performs middle office activities for them.
Within the JMO, the Events Processing & Monitoring Support (EP&MS) Division is currently composed of 3 Units: Portfolio Monitoring Support and Guarantee Calls (PMS&GC), Arrears, Collaterals and Covenants (ACC), and Events Processing (EP).
This position sits within the PMS&GC Unit and has focus on mandate guarantee calls.
The term "Mandates" comprises investment portfolios with a benefit of third-party guarantee protection. In general, the mandates support a broad scope of public policy goals, have a very high risk tolerance, and are targeted at supporting innovative financing structures and/or underserved market segments.
Operating Network
Under the supervision of the Head of Unit, you will have extensive interaction with client facing Officers in PMM and OPS/GLO and with other Bank's services, notably in Funding (FI), Financial Control (CFC), Legal (JU), Risk Management (GR&C-RM) and IT).
You may also have external contacts (e.g., with European Commission (EC) or/and Member State representatives).

Accountabilities
- Execute guarantee calls under institutional risk sharing mandates as well as standard third party guarantees
- Contribute to the implementation of new risk sharing mandates specifically on the respective guarantee agreements, by participating in Bank-wide working groups and analysing any impact on the Unit's activities
- Ensure that the guarantee calling procedures are up to date
- Draft business user requirement specification documents that will be addressed to IT for implementation of new or adaptation/migration of existing risk sharing mandates in the guarantee calling application (GCApp) in order to mitigate any operational and financial risk for the Bank and perform the respective IT testing in GCApp
- Contribute to the planning of activities related to guarantee calls execution and reporting, anticipating requests from within the Bank and from the Member States' and the EU Commission
- Perform activities related to guarantee calls/refunds execution with the objective to minimise operational risks. Review regularly, and improve, procedures and organisation of tasks if necessary and address action audit points raised in that respect
- In relation to potential recoveries, monitor the receipt of client's funds related to instalments called under the guarantees with monitoring teams and be able to provide payment allocation instructions to back office. Prepare refunds letters/annexes to the Guarantors
- Analyse various restructuring scenarios and quantify the restructuring gain/loss for which EIB may be entitled to call under the guarantee with the external mandator
- Organise and perform lessons learnt sessions with all relevant stakeholders (e.g. OPS/MM, GLO, JU, CFC, FI etc.) in order to make sure that all developments in the guarantee calling process are acknowledged by all relevant Services
- Provide management reporting and prepare reports from the 1st Line of Defence to the Management Committee: prepare reliable and clear reports focusing on evolution analysis of emerging trends around guarantee calls
- Prepare data analytics based on the needs of the Unit/Division, by making extensive use of existing IT tools (e.g. Microsoft Office & SQL). Take initiative to adapt the content/structure of the Unit's data analytics based on the management reporting needs as well as to strengthen existing procedures and controls in relation to data quality
- Support the Head of Unit in the execution of other day-to-day operational tasks of the Unit upon request
- Encourage information and knowledge sharing and promote data quality within the front-line to which support is provide
- Ensure overall quality of the output and minimise operational risks. Constantly review of processes and proposing adaptations, with a view to ensuring streamlining.
- University degree (minimum an equivalent to a Bachelor) preferably in Business Administration, Finance or Economics
- Minimum of 3 years of relevant professional experience in banking or finance, ideally in the field of middle and/or back office, operations, monitoring or financial control
- Exposure to loan or investment products would be an advantage
- Good knowledge of processes and procedures related to the administration, control and monitoring of lending transactions would be an asset
- Knowledge of MS office tools, in particular Excel, PowerPoint. Knowledge of SQL would be an advantage
- Knowledge of IT applications supporting lending transactions would be an asset
- Excellent knowledge of English and/or French, with a good command of the other. Knowledge of other EU languages would be an advantage.
