Job Purpose

The Organization & Policies Development Specialist is responsible for planning and overseeing the Compensation Unit to ensure that all Job Evaluation, Re-grading, and Job Design activities across the organization are conducted fairly, equitably, and efficiently.

This role involves analyzing and developing organizational structures, manpower requirements, systems, and procedures. Additionally, the specialist contributes to the creation of organizational manuals, such as manpower charts and statements of functions, to ensure a rational organization, optimal manpower levels, and effective, consistent working methods in alignment with the organization's objectives, policies, and plans.


Key Responsibilities:

  • Contribute to the development and maintenance of salary and grading systems to meet departmental needs.
  • Develop training programs for managers and employees on creating job descriptions that align with system requirements.
  • Review job descriptions to ensure clarity and accuracy, resolving discrepancies in duties.
  • Create and verify job descriptions following defined processes and guidelines.
  • Conduct job analysis using appropriate techniques to assess existing and new roles as needed.
  • Coordinate all activities related to gathering job information, such as scheduling interviews and managing documentation.
  • Ensure job alignment across the organization.
  • Develop and maintain a job coding system for the organization.
  • Update organizational charts, manuals, and job evaluation-related documents regularly.
  • Maintain grade placement charts to support salary benchmarking for new hires and promotions.
  • Stay updated with industry knowledge and best practices.
  • Analyze and develop organizational units to improve efficiency.
  • Assist in implementing organizational, system, and procedural changes to enhance operational effectiveness.
  • Conduct or coordinate studies on process efficiency, manpower, and inventory management to boost productivity.
  • Collect and analyze data for organizational studies, providing recommendations to the Head of Section.
  • Contribute to human capital development in the energy sector in alignment with HRA guidelines and standards.
  • Support the cascading and implementation of HRA guidelines across licensed entities in the sector.
  • Assist the Human Capital Director in monitoring compliance with UAE labour laws, including legal cases against licensed entities.
  • Develop and implement HR policies and procedures covering recruitment, employee relations, talent management, and organizational development.
  • Support HRA initiatives to enhance human capital processes, policies, and procedures for increased efficiency and flexibility in the energy sector.
  • Ensure that licensed companies' human capital strategies align with HRA regulations, UAE labour law, and cascaded guidelines.
  • Monitor compliance with HRA guidelines and labour laws within licensed companies.
  • Develop reports on human capital activities, identifying progress, challenges, and action plans for improvement.
  • Create and support the implementation of sector-wide strategies addressing challenges such as capability development, succession planning, and knowledge management.


Experience and Qualifications:

Bachelor's degree in a relevant discipline, e.g., Business Administration, Human Resources Management, Psychology.


Years of experience and required qualifications:

3 to 5 years of experience in relevant field.
