Job Summary
It is an exciting time for HM Land Registry as we continue on a major transformation programme. HMLR's ambition is to become the worlds leading land registry for speed, simplicity and an open approach to data.
We are looking for Business Analysts to work within the Local Land Charges Programme.

Job descriptionLocal land charges (LLCs) are generally charges or restrictions on land usually imposed by public authorities under statutory powers and affecting successive owners and occupiers of the land. Examples include planning conditions, tree preservation orders or listed building status. This information is key to a buyers decision to invest in a property or parcel of land and is obtained as part of a local authority search completed as part of the home buying process. LLC information is currently held by over 300 individual local authorities, in varied formats (digital, electronic, paper, microfiche), standards and accessibility. Currently it can cost between 0 and 100 and take between a day and over a month to obtain this information from the local authority. Through the Infrastructure Act 2015, Ministers gave HM Land Registry the powers to create a single national and live digital register of LLCs across England and Wales.Person specification
To meet the requirements for this role you will understand techniques used to elicit and document user needs and requirements. You will have proven experience of investigating operational opportunities/problems and be able to contribute to the improvement of business processes. You will have experience in analysing systems and their capabilities or limitations.
You will have experience of assimilating information, identifying problems and proposing solutions, whilst also seeking efficiencies and improvements in processes. You will be experienced with stakeholder relationship management in the form of facilitation and negotiation skills, whilst being able to challenge proposals constructively.
You will have a competent understanding of appropriate tools and methods to support the above.
You will have experience working in an iterative or Agile environment, demonstrating effective management skills of yourself and others, including prioritisation, personal workload planning and task management, and self and team development.
Where an individual taking up the responsibility will be based in our Swansea Office, the ability to speak Welsh is desirable.
