Senior Human Resources Business Partner

We are thrilled to announce a partnership with a public agency for a Senior HR Business Partner (SR HRBP) role. This position is primarily remote, with occasional onsite presence required once a month in Salem and once a quarter in Tigard, OR. The compensation for this role ranges from $76K to $117K, based on a pay equity review.


The ideal candidate will have expertise in several key areas:

Employee Relations:

• Interpret and administer collective bargaining contracts.

• Apply policies, procedures, state and federal laws, and rules.

• Provide advice, consultations, and problem-solving assistance to managers and employees regarding employee/labor relations.

• Partner with management to initiate appropriate disciplinary actions.

• Conduct pre-dismissal investigations and represent the agency at hearings.

• Conduct employee exit interviews


Classification and Compensation:

• Allocate positions in accordance with the Fair Labor Standards Act (FLSA).

• Evaluate position descriptions, interview staff, and analyze information to determine position classification.

• Collaborate with management and the centralized State classification work unit to revise classification specifications.

• Document and present classification decisions and their financial impact to employees and management.

• Conduct job reviews and desk audits.

• Write class specifications.

• Provide analysis and advice on organizational structure and staffing needs.

• Ensure position descriptions are reviewed annually

Nice to Have:

• Respond to policy inquiries and provide policy interpretation to staff.

• Ensure compliance with laws, rules, regulations, policies, procedures, and practices.

• Assess current policies and procedures, draft and/or revise human resource policies, and recommend improvements.

• Review, update, and maintain Human Resource forms.

Key Requirements/Preferences:

• BA in HR Management, Organizational Behavior or Development, Business or Public Administration, Behavioral Sciences, or Industrial Relations with 3 years of HR professional-level experience relatable to the job description.

• Valid certifications such as Professional in HR awarded by the Human Resource Certification Institute, SHRM-CP, or PSHRA-CP from the public sector HR Association can substitute for some years of experience.
