Job Description
Current status and technical context
The TRIA program has already started and work has already been done on business and functional analysis, development, testing and architecture. The intention is to build on the already existing product with the following technologies:
Back-end: Java, SpringBoot, PostgreSQL, MQ Front-end: Angular
DevOps & CI/CD: OpenShift, Jenkins Workflow engine: Flowable
There is also an existing team of analysts, architects and developers already in place and this staffed team will be integrated within the current team.
Given the complexity of the program, its interconnectedness with internal and external modules and its specific subject matter, a team is chosen that has experience with the social security ecosystem and programs on the one hand, with project management methodologies such as agile and scrum, technical architecture, change management.
Collaboration:
We expect a structured and transparent approach from the supplier in the implementation of this project. It is essential to us that the progress of the project is planned and verifiable, with explicit attention to deliverables.
We ask that formal milestones and changes to the project - such as scope adjustments, phase completions, architectural changes or production releases - only be implemented after clear and prior coordination with all relevant stakeholders.
Transparency at all levels of detail is crucial to us, especially with regard to risks and potential issues. We attach great importance to open communication and timely dialogue so that any issues can be quickly identified and addressed. Therefore, we expect a governance structure to be provided that reports at multiple levels and allows for escalation depending on the impact and urgency of the situation.

Qualifications
Duties, roles, responsibilities:
- Note: This position involves a shared role of scrum master and analyst.
- Plays a critical role in understanding the complex processes, laws and regulations and operational challenges within this domain. You are able to translate strategic insights into concrete solutions and action plans.
- Facilitates the Scrum process within the team
- Aligns with the other teams on planning and other dependencies
- Removes obstacles
- Stakeholder management: works closely with the Product Owner to focus priorities and expectations.
- Scopemanagement: establishes the backlog, monitors priorities and plans sprints
- Identifies potential risks and challenges that may affect the success of the project. You will develop strategies to minimize these risks and help create a risk management plan.
- Ensures the team is working on the right issues.
- Sprint monitoring and reporting of project/team progress.
- Reports to the program manager
- Experience with projects interacting with government and the Social Security ecosystem
