Europe’s energy transition is among the greatest challenges of our time. Its goal: To make Europe the first climate-neutral continent by 2050 at the latest. The Netherlands and Germany have therefore set themselves ambitious goals to expand offshore wind energy: as early as 2030, Germany and the Netherlands want to reach a capacity of 30 and 22.2 Gigawatts, respectively. Energy from offshore wind farms in the European powerhouse North Sea will play in this a crucial role. TenneT guarantees that this energy will reach the mainland – and in the most environmentally friendly way possible. That is why we have developed the 2GW program with a unique transnational approach. And thus increase the pace and efficiency of the energy transition.

For TenneT we are looking for a Product Owner DMS

Role

TenneT is driving the energy transition through offshore wind infrastructure. A Document Management System (DMS) supports collaboration and document control across the 2GW offshore programme. We are looking for an experienced Product Owner to manage its ongoing success, continuous improvement, and strategic alignment, ensuring a smooth transition from implementation to Business-as-Usual (BAU).

Your Main Responsibilities

  • Own the end-to-end lifecycle of the DMS across 14 offshore projects.
  • Prioritise and coordinate support, incident handling, and releases of new or improved functionality.
  • Act as the primary interface between LPO, the DMS vendor (Thinkproject), and internal stakeholders.
  • Align product strategy with the DMS contract and TenneT’s IT governance.
  • Own and manage the product backlog, including defining user stories and acceptance criteria.
  • Drive roadmap planning and release execution in collaboration with Thinkproject and internal stakeholders.
  • Ensure integration with the Offshore Process Model and support continuous improvement.
  • Develop and oversee the role-based training strategy for internal and contractor staff.
  • Gather user feedback and pain points to inform prioritisation and continuous product refinement.
  • Collaborate closely with development and scrum teams to deliver value iteratively.
  • Maintain clear communication and alignment with all stakeholder groups.
  • Manage change requests, assess risks, and ensure delegated tasks are executed effectively.
  • Monitor performance and escalate software or process issues as needed.
  • Define and uphold DMS usage standards across all projects.
  • Champion adoption and effective use of the system by project teams.

Profile

  • Proven experience in large-scale software implementation and product ownership, preferably in regulated or infrastructure-heavy environments
  • Skilled in senior stakeholder engagement, including coordination between business, IT, and external vendors
  • Practical experience with agile/SAFe delivery models, including backlog management, user story definition, and iterative value delivery
  • HBO-level education in ICT, engineering, project management, or a related discipline
  • 10+ years in complex IT delivery environments, ideally within energy, utilities, infrastructure, or capital project-heavy sectors
  • Strong coordination, communication, and decision-making skills
  • Analytical and pragmatic, able to manage conflicting priorities and multinational stakeholder landscapes
  • Fluent in Dutch and English
  • Proficient in MS Office Suite and familiar with collaboration platforms (e.g. SharePoint, Thinkproject, Confluence, JIRA)
  • Experience with change management, training rollout, and user adoption strategies in a diverse project environment
  • Understanding of document control principles, governance, and compliance within engineering or offshore project settings
  • Comfortable working in a matrix organization, across multiple parallel projects with tight coordination requirements
  • Capable of translating technical detail into business value and ensuring product alignment with both IT governance and operational excellence

Conditions

  • At entry, TenneT performs a Pre-Employment Screening;
  • Scale 8 (collective labour agreement TenneT TSO);
  • Duty station for this position is Arnhem Rijnpoort for min 2 days a week (Monday, Tuesday, Wednesday people are often there. Wednesday is mandatory in any case, must be flexible), other days hybrid.

Additional Information

  • Suppliers must be aware of the laws and regulations regarding employment conditions and Tennet’s Collective Labour Agreement. This assignment is placed in scale 8;

Screening

  • Pre-employment screening: If the candidate is selected to start, a pre-employment screening will be executed. The VOG Application is part of the screening. The VOG must be received before the candidate could start;

De eisen

Proven experience in large-scale software implementation and product ownership, preferably in regulated or infrastructure-heavy environments

Skilled in senior stakeholder engagement, including coordination between business, IT, and external vendors

Practical experience with agile/SAFe delivery models, including backlog management, user story definition, and iterative value delivery

HBO-level education in ICT, engineering, project management, or a related discipline

10+ years in complex IT delivery environments, ideally within energy, utilities, infrastructure, or capital project-heavy sectors

Strong coordination, communication, and decision-making skills

Analytical and pragmatic, able to manage conflicting priorities and multinational stakeholder landscapes

Fluent in Dutch and English

Experience with change management, training rollout, and user adoption strategies in a diverse project environment

Comfortable working in a matrix organization, across multiple parallel projects with tight coordination requirements
