Senior Specialist – Data Insight

The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. CBUAE is responsible for enhancing monetary management, financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure and the adoption of digital technologies.
CBUAE is currently looking to hire a seasoned and highly motivated professional in Data Office, who would be responsible for providing data expertise and analytics for all departments, including regulatory supervision, internal operations and major transformation projects. The role will act as SME for data insights in the Data Office (the hub), and will work with business departments (the spokes) to guide data science SMEs to interpret data and build analytical skills using self-service tools. The role holder should work with key stakeholders to generate and test hypotheses, explore datasets (both structured and unstructured), identify patterns or trends, and apply advanced analytic techniques to produce novel and impactful insights.
The Senior Specialist –Data Insight plays a pivotal role in transforming the central bank into a data-driven institution, enabling evidence-based policymaking and effective supervision.
Core Responsibilities
- Leading and delivering data science projects and developing strategies for our products that serve the priorities of the central bank.
- Driving analytics projects end-to-end in partnership with Product, Engineering, and cross-functional teams to inform, influence, support, and execute product strategy and investment decisions.
- Influencing direction through clear and compelling presentations to leadership.
- Working with large and complex data sets to solve a wide array of challenging problems using different analytical and statistical approaches.
- Identifying and measuring success of product efforts through goal setting, forecasting, and monitoring of key product metrics to understand trends.
- Define, understand, and test opportunities and levers to improve the product, and drive roadmaps through your insights and recommendations.
- Contributing towards advancing the Data Science discipline at the central bank, including but not limited to driving data best practices (e.g. analysis, goaling, experimentation), improving analytical processes, scaling knowledge and tools, and mentoring other data scientists.
- Coaching and managing SMEs / Spokes of the internal CBUAE functions and facilitates demand intake and provides AI & delivery support.
- Processing, cleansing, and validating the integrity of data to be used for analysis.
- Analysing large amounts of information to find patterns and solutions.
- Developing prediction systems and machine learning algorithms.
- Performing any other duties outside the scope as and when required.
- Defining performance goals at the start of the year in discussion with the reporting manager and ensures that the goals are achieved during the course of the year.
- Identifying training and development requirements for self & team with the reporting manager to ensure that the required trainings are arranged and attended.
- Striving to achieve the highest levels of proficiency on all the competencies and skills required to perform the role.
- Keeping abreast of professional developments, new techniques and current issues through continued education and professional growth.
Qualifications and Experience
- A minimum of 4 years of work experience (2+ years with a Ph.D.) in applied analytics, including a minimum of 2 years of experience leading analytics projects.
- Experience with data querying languages (e.g. SQL), scripting languages (e.g. Python), and/or statistical/mathematical software (e.g. R).
- Experience initiating and completing analytical projects with minimal guidance.
- Proven experience working primarily with unstructured datasets
- Proficiency in using libraries and tools for unstructured data, including OCR (Optical Character Recognition) and NLP (Natural Language Processing).
- Experience with data pre-processing techniques for unstructured data, such as text cleaning, tokenisation, and normalisation.
- Familiarity with big data technologies and frameworks (e.g., Hadoop, Spark) for handling large-scale data.
- Ability to build, train, and deploy machine learning models effectively.
- Experience communicating results of analysis to senior leadership.
- Experience in use of low-code / no-code Data AI and Analytics tools such as Palantir, DataRobot or Dataiku.
Preferred Qualifications
- Master’s or Ph.D. degree in Data Science, Mathematics, Statistics, Computer Science, Engineering, Economics, or another quantitative field.
- Experience working in technology, consulting, or finance.
- Proven track record of leading high-performing analytics teams.
