We are not accepting generalized IT project managers or candidates without proven domain expertise. Additionally, Arabic language proficiency is a compulsory requirement for this position.

🔒 Non-Negotiable Requirements

You must have:

• 8–12 years of direct experience in project management, with at least 3 years leading e-Invoice systems or national-level tax/digital programs
• Demonstrated success in delivering tax or compliance systems at national or cross-border scale
• Deep understanding of regulatory frameworks, fiscal systems, and tax authority operations
• Proven leadership in multi-agency, public-private collaboration with successful stakeholder outcomes
• Strong technical acumen in secure IT infrastructure, digital transformation, and e-document interoperability
• Track record of leading cross-functional teams with KPIs, budget control, risk mitigation, and performance reporting
• Advanced communication skills — capable of aligning business, technical, and regulatory stakeholders at an executive level
• Arabic language proficiency is compulsory (fluent reading, writing, and speaking)
  
  

🧠 Preferred (Not Required, But Strong Plus)

• Master's Degree (MBA, MSc, MPA, etc.)
• PMP, PRINCE2, or other formal project management certification
• Experience with e-Invoicing standards (UBL, Peppol, or similar)
• Experience in public finance, digital ID systems, or national compliance platforms
• Background in cybersecurity, data protection, or e-government platforms
  
  

📌 Key Responsibilities

• Lead full program lifecycle of the national e-Invoice platform — from design to implementation
• Ensure 100% compliance with tax legislation, fiscal rules, and legal mandates
• Coordinate across ministries, tax authorities, private businesses, and IT vendors
• Oversee infrastructure development, system security, performance monitoring, and vendor delivery
• Define KPIs, prepare high-level reports, and regularly brief senior government executives
• Manage risks, budget, team assignments, and roadmap execution with zero deviation
