JOB PURPOSE

To drive the strategic direction of Information technology by ensuring appropriate roadmap and KPIs are aligned with business direction. In addition, the role is responsible in managing the digital transformation program to meet business objectives and national mandate. The position should oversee project management governance and promotes best practices.



ROLES AND RESPONSIBILITIES

Responsible for shaping and driving the strategic direction of the Technology in the Oman Investment Authority. This includes the development and implementation of the department's strategy, definition of key objectives and KPIs, and ensuring alignment of the technology roadmap with the overall business direction. The role also leads the digital transformation program—developing the digital transformation strategy and roadmap, and ensuring its effective execution to meet business goals. Additionally, the position oversees project management governance and promotes best practices to ensure that all projects are delivered efficiently, effectively, and in alignment with strategic objectives


• Develop and maintain the Technology department’s strategic plan in alignment with the company’s overall strategy

• Define key objectives, KPIs, and performance metrics to measure the success of the strategy and initiatives

• Monitor progress and provide insights and recommendations to adjust the strategy as needed

• Collaborate with business units to ensure the technology roadmap aligns with current and future business needs

• Lead the development and execution of the digital transformation strategy and roadmap

• Identify and prioritize digital initiatives that deliver business value and enhance operational efficiency

• Oversee the implementation of digital projects and ensure they are aligned with the transformation objectives

• Foster a culture of innovation and agility within the organizations

• Establish and maintain project management governance frameworks, standards, and processes

• Promote the adoption of project management best practices across the Technology department

• Ensure proper execution, monitoring, and reporting of all technology-related projects

• Provide oversight and support to project managers to ensure timely and successful delivery

• Develop and embed a prioritization approach to set a roadmap for digital innovation with the relevant processes, tools, and metrics to support OIA’s business objectives and new growth opportunities

• Develop and lead a digital innovation environment to empower the right tools and technologies as required in line with OIA’s objectives and priorities

• Design, own, and evaluate organizational digital innovation to deliver large scale change that adds value from data and data science

• Design and improve digital operating models to implement them in operations and service management

• Demonstrate an interest in emerging technologies and trends to understand how they are impacting the way businesses operate today (e.g.: Internet of Things, Cloud Computing, Machine Learning, Big Data, etc.

• Manage the development, communication and implementation of the Digital Innovation Department’s policies and procedures to ensure that all relevant procedural and legislative requirements are clearly communicated and duly fulfilled.

• Manage the Digital Innovation Department’s compliance to all relevant health, safety, and quality requirements, in order to guarantee employee safety and legislative compliance

• Manage the contribution to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘leading best practices’, improvement of business processes, cost reduction and productivity improvement

MINIMUM QUALIFICATIONS AND REQUIREME

  • Bachelor's degree in Computer Science, Software Engineering, Data Science, or any other relevant field
  • Master’s Degree is a plus.
  • Certified Digital Transformation Practitioner, Strong knowledge of project management methodologies (e.g., PMP, PRINCE2) and digital technology
  • 11 to 13 years of related work experience
