THE ORGANIZATIONAL SETTING
The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States in their implementation activities.
In this context the Capacity, Development and Implementation Bureau (CDI) of the SAM Regional Office is responsible for supporting the administration of Regional Projects RLA/99/901, RLA/03/901 and RLA/06/901, also assist and coordinate the activities of regional and national projects. In addition, supports Regional Office to assist and advise the South American States, in terms of their needs for the proper implementation of the ICAO policies, standards and recommended practices (SARPs), through CDI Projects.
The objective of the RLA/03/901 project is to count with a multinational mechanism for the Administration of the South American Digital Network (REDDIG), taking into consideration the regional developments in this matter. Also, meanwhile this multinational mechanism is established, the project will manage the REDDIG temporarily and it will implement CNS/ATM applications in accordance with the CAR/SAM FASID.
MAJOR DUTIES AND RESPONSIBILITIES
Function1 (incl. Expected results)
In Coordination With SAM Regional Office:
- Manage the technical operation of the network (VSAT and MPLS), seeking optimum efficiency, and providing appropriate assistance to the nodes for the identification and solution of the operation problems that will arise.
- Coordinate with communication service providers of other regional networks for the introduction of new services or any issue related to interconnections between regional networks and REDDIG, in accordance with the established Memorandums of Understanding (MoUs).
- Coordinate with regional network communications service providers to introduce new services or resolve interconnection issues, in accordance with the relevant MoUs.
- Coordinate with MPLS Ground Network Communication service providers the introduction of new services or the attention of any problem involved in the network following the SLA (Service Level Agreement) established between ICAO and MPLS provider.
Function, Achieving Results Such As:
- Follow up and coordinate with the satellite segment provider, in accordance with the contract established between the parties.
- Develop the proposal for the REDDIG operational manual update.
- Provide necessary assistance to technical staff of States for the correct operation of the network nodes all in coordination with the CNS SAM ICAO Regional Officer.
- Manage the network settings by keeping the system database updated with the corresponding information of the bandwidth per node.
- Prepare monthly reports on the activities of the network administration and the operating status of the system and send them to the Regional CNS Officer of the ICAO SAM Office. The same will be circulate to all the REDDIG Member States
- Follow up the aspects of the guarantee contracted for the network.
- Verify periodically the network maintenance programmes; coordinating and supporting the improvement thereof.
- Implement the coordination procedures for the operation of the NCC (Network Control Center) in accordance with the REDDIG operational manual.
Function, Achieving Results Such As:
- Support the REDDIG Administration in the establishment of spare part policy for the network and the modalities of obtaining the same, in such a way to guarantee its support and continuous supply.
- Coordinate with the State’s other administrative aspects established for the operation of the network as follows:
- Supplies provided by the States.
- Quantity and quality of the human resources to be provided by the States for the operation and maintenance of the network.
- Facilities, access to the sites, transportation/mobilization, personnel assistance, telecommunications, etc.
- Support REDDIG Administration in the elaboration of annually REDDIG budget.
- Prepare an activity report on network administration and the programme of activities for the next year, including the budgetary provisions.
- Based in the Regional ICAO plans and SARPS to implement, using the REDDIG platform, ground-ground ATN application for ATM purposes.
Performs other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
Education
Essential
- University degree in Electronic Engineering with specialty in telecommunications.
Professional experience
- Ten years of professional experience in the management, operation, and maintenance of digital networks mainly VSAT and MPLS networks
- Experience in the installation and setting in operation of VSAT and ground MPLS network; knowledge of handling of databases, calculation and computer science.
- Experience acquired in a position of superior level in the administration of the pertinent services of a digital network, knowledge of logistic management and reporting presentation.
- Knowledge of industry regulations and international regulations applicable to digital nets.
- Knowledge of ICAO rules and recommended practices, procedures, manuals and regional planning.
- Experience with ICAO administrative procedures, coordination requirements, guidelines and regulations that govern CDI
- Experience in the handling of CDI projects, including the coordination of their activities.
Essential
- Fluent reading, writing and speaking abilities in Spanish.
- A working knowledge of English and Portuguese.
- A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of 1 year (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
