JOB PURPOSE
The Senior Development Manager is a key leadership role responsible for directing the full development lifecycle of major residential, commercial, and retail components within Grand Blue City — a flagship, mixed-use, and tourism-led urban development. This role bridges strategic planning, investment viability, design leadership, stakeholder coordination, all the way to delivery readiness including close coordination with sales, marketing and asset/facilities management across complex, high-value projects.
As a senior leader within the development team, the SDM is expected to drive commercial outcomes, manage cross-functional teams, and influence decision-making at executive and board levels.
KEY ACCOUNTABILITIES AND RESPONSIBILITIES
1. Development Strategy & Portfolio Leadership
- Lead the end-to-end development strategy for assigned districts or asset classes (residential, commercial, retail).
- Shape the highest and best use mix, define product strategy, and oversee master planning outcomes.
- Evaluate and present development opportunities, feasibility models, and investment recommendations for board approval.
- Work closely with finance and strategy teams on phasing plans, ROI targets, and funding requirements.
2. Asset & Product Development
- Define the product vision and development brief for:
▪️ Residential: villas, apartments, branded residences, affordable and luxury segments
▪️ Commercial: office towers, innovation districts, business hubs
▪️ Retail: malls, high-street retail, F&B zones, experiential clusters
- Collaborate with brokers, retail advisors, and operators to ensure market-fit and commercial competitiveness.
- Drive positioning and differentiation of assets to support leasing, sales, or operator engagement.
3. Consultant, Design & Technical Oversight
- Lead the selection and management of master planners, architects, engineers, and urban consultants.
- Review and approve all key design submissions, ensuring alignment with commercial goals, cost targets, and regulatory requirements.
- Drive cross-disciplinary coordination, from concept design through to IFC (Issued for Construction) packages.
- Lead value engineering initiatives in collaboration with cost and project teams without compromising on vision.
4. Regulatory & Stakeholder Interface
- Oversee the planning approvals, zoning compliance, and regulatory processes for assigned projects.
- Represent Grand Blue City with key stakeholders, including government entities, infrastructure providers, partners, and investors.
- Lead internal coordination with legal, finance, commercial, and project management to ensure end-to-end alignment.
5. Delivery & Handover Transition
- Work with project management and construction teams to ensure development intent is executed during delivery.
- Monitor project performance through KPI dashboards, milestone tracking, and executive reporting.
- Support leasing and sales activation efforts and coordinate handover to asset management and operations teams.
MINIMUM QUALIFICATIONS & EXPERIENCE
- Bachelor’s Degree in Real Estate, Architecture, Engineering, Urban Planning, or related discipline. Master’s Degree (MBA, MRED, Urban Planning) preferred.
- 12+ years of experience in real estate development with strong exposure to mixed-use, residential, commercial, and retail asset classes
- Proven ability to lead large, high-profile projects from concept to delivery
- Strong grasp of financial modelling, investment metrics, and development structuring
- Familiarity with hospitality, waterfront, and destination-led urban development
- Experience working with international consultants, investors, and operators
