Head of Cyber & Information Security

ManpowerGroup Romania is recruiting for the position of Head of Cyber & Information Security on behalf of one of its clients — a leading telecommunications company with a strong presence on the Romanian market.

Location: Bucharest

Main Requirements:

At least 8 years of proven experience in Information Security, including leadership roles and strategic oversight.

Demonstrated ability to lead and inspire high-performing teams, while effectively communicating complex security matters to non-technical stakeholders.

Deep knowledge of security architecture, cryptography, access control, and network security fundamentals.

Ability to design and execute security strategies aligned with business objectives, including budgeting, resource planning, and performance monitoring.

Understanding of telecom systems and infrastructure to effectively apply and monitor security controls in both internal and customer-facing services.

Mandatory COBIT® certification, plus at least three from the following: CISSP, CISA, CISM, CRISC, CDPSE, CCISO, GIAC GSLC, or CEH.

Key Responsibilities:

Define and execute a forward-looking cybersecurity strategy aligned with business goals and evolving threat landscapes.

Provide expert guidance to senior leadership on cybersecurity trends, risks, and emerging technologies.

Represent the cybersecurity centre of excellence, influencing technology and security standards in collaboration with public and private stakeholders.

Drive implementation of secure-by-design principles across platforms, ensuring both internal and external service integrity.

Identify, assess, and prioritize cybersecurity risks across the organization.

Design and govern secure architectures for critical systems, including payment platforms, ensuring confidentiality, integrity, and availability.

Develop, manage, and continuously improve incident response plans and procedures.

Lead cybersecurity investigations and forensics in the event of incidents or breaches.

Engage with auditors and regulatory bodies to conduct assessments and resolve security issues.

Manage and mentor a multi-level cybersecurity team, fostering a high-performance culture.
