Consortium Finance Senior Manager, SHARP Project

Role Purpose
Save the Children (SC) is seeking a Consortium Finance Senior Manager for an anticipated three-year FCDO-funded project called Strengthening Humanitarian Assistance and Response to Protection Risks in Ukraine Project (SHARP). The project focuses on providing inclusive life-saving protection and assistance services to support civilians affected by the war in Ukraine.
This senior leadership position is an active member of the SC-led SHARP Consortium Project Management Unit, under the guidance of the Consortium Director.
The Finance Senior Manager oversees all financial management, internal controls, and financial compliance aspects of the project in accordance with FCDO guidance and regulations. She/He provides financial management to the project to ensure the best use of resources, thus ensuring value for money to donor’s satisfaction, by preparing sound budgets, monitoring project expenses, and providing accurate and timely financial reports.
The Finance Senior Manager develops, implements, and continuously improves finance systems for the project (as needed), and ensures coordination and sharing of information, data sources and learning across all SHARP Consortium Partners by leading and coaching Partner’s Finance Managers.
She/He reports financial results to the Project Management Unit of the SHARP Consortium and supports with improvements and course-correction to met challenges.
The Overall Accountabilities Of The Finance Senior Manager Include
Scope Of Role
Post-graduate education (Master’s) in business administration, or finance or relevant field. Experience may substitute for a Master’s degree if candidate holds a Bachelor’s degree.

- Lead effective coordination and cooperation across Consortium Partners of the SHARP project from a Finance perspective;
- Deliver state of the art financial management systems, assuring adherence to Save the Children and FCDO guidelines and compliance requirements;
- Provide accurate financial reports and overight of all resources allocations and usage, to ensure financial sustainibility of the project in compliance with Save the Children and FCDO compliance and contractual requirements.
Scope Of Role
- Reports to: Consortium Director
- Line-manages: TBD
- Technical oversight of: Finance managers of the Consortium Partners
- Review and consolidate monthly financial reports to ensure accuracy and provide regular feedback to the Consortium Project Management Unit.
- Ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with Save the Children and FCDO guidelines and regulations.
- Prepare and monitor budgets to ascertain that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key project personnel are aware of budgetary resources and can monitor their respective budgets.
- Prepare quarterly reports, consolidated annual fiscal reports, cumulative life of project report, and any other required donor submissions.
- Verify that appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the project finance operations.
- Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with Save the Children’s policies and procedures and FCDO grants and contracts requirements.
- Oversee sub-grant monitoring and compliance including organizational assessments, review of financial reports/advance requests, and financial tracking, develop sub-grant monitoring plans, and perform and document compliance visits.
- Provide oversight, training, mentoring, and coaching to Consortium Partners Finance managers as required.
- Provide capacity building in financial and operations management to local partners and government stakeholders as needed.
- Prepare and revise finance and operation guidelines to ensure adherence to Save the Children and FCDO requirements.

Experience And Skills
Required experience and skills:
- Minimum of 8 years of professional experience managing finances for large programs in development or humanitarian settings.
- In-depth knowledge of FCDO financial management rules and regulations.
- Proven ability to prepare budgets and donor financial reports.
- Strong analytical, leadership and interpersonal skills with the demonstrated ability to lead and work effectively in team situations.
- Experience in coaching, training and capacity building.
- Excellent oral and written communication skills in English.
- Professional qualification/certification in accounting.
- Knowledge of Ukrainian and/or Russian language.
- Recent work experience in Ukraine.
