Our client, the EU Agency eu-LISA, is currently recruiting for a full-time Human Resources Specialist in Tallinn, Estonia, working onsite.


About the Agency

eu-LISA supports the implementation of the EU’s Justice and Home Affairs policies by managing large-scale IT systems.

The position is located in Tallinn, Estonia. Relocation is required. 


About the Job

The Talent Strategy and Acquisition Sector within eu-LISA is responsible for overseeing the full recruitment lifecycle from identifying needed competencies to attracting and selecting candidates ensuring eu-LISA has a skilled, diverse workforce.

As a Human Resources Specialist, you will support key areas of the employee lifecycle, including talent attraction, recruitment, onboarding, and other talent management activities. Working closely with hiring managers and selection committees, you will help identify top talent, improve recruitment processes, and enhance employer branding. Your role will also involve using data and HR technology to support a competency-based approach and drive continuous improvements across HR functions.


What are Your tasks: 

  • Design and implement initiatives across the employee lifecycle, including attraction, recruitment, onboarding, retention, career development, and separation. 
  • Coordinate recruitment and selection procedures for Temporary and Contract Staff, from drafting vacancy notices to establishing reserve lists.
  • Manage candidate pools from reserve lists, identify suitable profiles, and oversee the hiring process up to medical clearance.
  • Contribute to the implementation of competency-based human resources management, including workforce planning, metrics, and reporting.
  • Identify and implement process improvements, optimise HR tools, and streamline workflows to improve efficiency.
  • Develop and implement HR policies, guidelines, and rules.
  • Coordinate employer branding initiatives to enhance the organisation’s visibility and attract top talent.
  • Support the design and implementation of HR IT tools such as e-recruitment platforms, online testing systems, and pre-recorded interview tools.
  • Contribute to learning and development activities by analysing data, supporting training design, and helping implement the competency framework.
  • Align HR practices with business priorities and stakeholder needs.
  • Contribute to shaping an organisational culture based on performance, respect, and core values.
  • Support various projects, initiatives, and agile working groups to strengthen talent management across the organisation.


What is required of your profile:

  • University degree (minimum of three years).
  • Proven professional experience in the field of human resources. 
  • Strong command of English (C1 level).
  • Ability to work effectively and independently in a fast-paced, multicultural environment.
  • Professional experience in a multicultural environment, particularly within an International Organisation or an EU institution, agency, or body is considered advantageous.

  • basic salary:
  • €3,400 (more than 6 years of experience)
  • €3,500 (more than 8 years of experience)

Your salary may be further enhanced through additional allowances tailored to your family situation or or if you are a non-Estonian national residing outside Estonia.
