Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division Of Nuclear Security (NSNS) Is Responsible For Establishing, Coordinating And Implementing The IAEA's Nuclear Security Programme To Protect Against, Detect And Respond To Criminal Acts Or Acts Of Nuclear Terrorism And Threats Thereof. NSNS Comprises Four Sections:

  • Nuclear Security of Materials Outside of Regulatory Control Section
  • Nuclear Security of Materials and Facilities Section
  • Information Management Section
  • Programme Development and International Cooperation Section

The Nuclear Security of Materials and Facilities Section (MAFA) is responsible, upon request, to assist States for activities related to implementation of the CPPNM and its Amendment and the Code of Conduct on Safety and Security of Radioactive Sources, establishing and sustaining nuclear security systems and measures for nuclear material, other radioactive material, associated facilities and associated activities being under regulatory control. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international instruments, as well as assisting Member States in implementing their effective nuclear security legislative and regulatory frameworks. The Section performs assessment and provides advice through the International Physical Protection Advisory Service and expert missions, assists human resource development, including education and training through international, regional and national training courses and workshops, develops methodologies and promotes dialogue and cooperation through consultancy meetings, Coordinated Research Projects and technical meetings, and assists security upgrades.

The Transport Security Unit is responsible for performing activities related to security of nuclear material and other radioactive material during international and domestic transport in integration and coordination of international instruments and IAEA guidance for the safe and secure transport of nuclear and other radioactive materials across all modes of transport, and contingency response to nuclear security events.

Main Purpose

The purpose of the transport consultancy is to consolidate workshop material documents relating to the IAEA's work in the field of the security of nuclear and radioactive material in transport; implement national and expert missions related to activities focused on establishing transport security regulations, and review guidance documents on transport security.

Functions / Key Results Expected

To fulfil this role, upon alignment with the transport security team's activity plan and priorities, the consultant will principally:

  • Develop workshop materials on security of nuclear and radioactive material in transport.
  • Deliver, as required, national and expert missions related to establishing transport security regulations.
  • Contribute to the development of Nuclear Security Guidance documentation on transport security.
  • Review workshop material on transport safety and security interfaces.
  • Review materials on NUSEC as well as other draft materials provided by the Scientific Secretary.
  • Provide technical input for the preparation of materials for Programme Committee Meetings (PCMs) relating to The International Conference on the Safe and Secure Transport of Nuclear and Radioactive Material, 23 to 27 March 2026, Vienna, Austria
  • Participate as an expert during PCMs prior to and the International Conference on the Safe and Secure Transport of Nuclear and Radioactive Material, 23 to 27 March 2026, Vienna, Austria.

Qualifications And Experience

  • University degree in Nuclear Security related to transport or equivalent experience.
  • Minimum of five years' experience in a Nuclear Security or Nuclear Safety Authority.
  • Excellent technical knowledge on transport security.
  • Good knowledge of Transport Security for Nuclear activities.
  • Proven experience in designing and delivering effective training sessions.
  • Knowledge of IAEA NSS transport security guidance is an asset.
  • Ability to analyze problems, identify patterns, and develop effective solutions.
  • Proven ability to effectively work in team.
  • Fluency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
