Specialist - Data Analyst

JOB PURPOSE

Support the Enterprise Command and Control Departments’ roles pertaining to transportation data analytics and transportation modelling through the execution of the department’s projects and tasks in alignment with the related standards, policies and procedures. This includes but is not limited to extracting meaningful insights from data using advanced analytic techniques and generating specialized analytical reports and dashboards.

KEY RESULTS ACCOUNTABILITIES

1. Collaborate with a multidisciplinary team including data engineers and analysts to classify and analyze data received from the different sources to the Enterprise Command & Control Department and perform data integration and fusion using data extracted from the sources to create comprehensive transportation datasets to enhance the accuracy and richness of transportation analyses
2. Incorporate the different modes of transportation into real time transportation model to analyze intermodal connectivity and develop integrated transportation solutions
3. Undertake transportation modelling / traffic engineering tasks including but not limited to model development, calibration, validation, forecasting and development and testing of scenarios and responses
4. Conduct sensitivity and uncertainty analysis to assess the robustness and reliability of the real time transportation model outputs identifying the key factors that influence the model's performance and measure their impact on results
5. Calibrate, adjust, and validate the real time transportation model by comparing its outputs to real-world data and observations to enhance the accuracy and reliability of the model and its predictive capabilities
6. Use the KPIs (such as the travel times, delays, average speeds, etc.) and forecast information extracted from the transportation model to generate reports that support decision making and enhance journey planning
7. Conduct statistical data analysis, spatial data analysis and apply data modeling techniques to extract insights and patterns related to multi-modal transportation
8. Develop, review, and update policies, procedures, and other technically specialized documents in coordination with the stakeholders and alignment with RTA’s document management systems
9. Design and develop data use cases to solve challenges associated with roads and different modes of transportation, improve the level of modes performance, and raise the operational efficiency of the multi-mode transportation in RTA
10. Contribute to the organizational knowledge sharing and specialized training plans and projects, through conducting specialized workshops in a formal and educational context, and induction programs for new employees
11. Perform other related duties and responsibilities associated with the position.

Education

Bachelor’s degree in Transportation Engineering /Civil Engineering / Traffic Engineering/ Transportation Planning with minimum 5 years of working experience in Transportation Industry including using transportation modelling / predictive modeling using machine learning techniques. Masters’ degree or any additional qualification in Computer Science/ /Applied Math/ Data Science is a plus.

Skills

1. Common data science toolkits, machine learning techniques and algorithms, data visualization tools, handling, SQL and NoSQL databases, as well as handling large scale data and/or big data platform and tools
2. Knowledgeable of Spatial Data analysis using Spatial Data software QGIS /GIS
