The Executive Manager, Human Resource (HR) Services is a key member of the HR leadership team responsible for the leadership and management of payroll and related advisory services and generalist workforce management, to meet operational requirements and achieve quality organisational outcomes.

As the Executive Manager, HR, you will contribute to the oversight and delivery of strategic, workforce, operational and human resource functions within the QAS. This role works collaboratively with key internal business partners including Industrial and Employee Relations, Recruitment, Workforce Analytics, Workforce Reform, and Workplace Health and Safety to develop and implement governance practices, and support a performance driven and continuous improvement culture. The Executive Manager, HR, is also responsible for building and maintaining strong collaborative working relationships with QAS's external payroll provider to ensure the delivery of accurate and timely payroll services to all QAS personnel.

We are seeking applicants who, within the context of the role responsibilities, possess the following key attributes:

  • Demonstrated high level ability to lead an effective human resource service delivery team within the context of a complex and dynamic environment, with competing priorities.
  • Demonstrated exceptional interpersonal and communication skills (written and verbal) when partnering with internal and external stakeholders, including, building rapport and trust, consulting, influencing, and negotiating, with the ability to prepare and present information on complex and sensitive matters.
  • High level problem solving and decision-making capabilities with the ability to think logically, consider and analyse all information available to make informed decisions and look at situations from different perspectives to be able to come up with innovative, out-of-the-box solutions.
  • Demonstrated thorough knowledge of contemporary industrial relations and human resource management issues and strategies including government policies, employment legislation, awards with reference to their application in complex public sector organisations.
