Travel to Qatar full-time is required
As a Statistician within Artefact’s consulting team, you will provide expert guidance to a national statistical authority on statistical processes, standards, and methodologies.
You will participate in stakeholder engagements, contribute to the design and mapping of statistical processes, and ensure alignment with international best practices. Your work will directly support the authority’s ambition to modernize, digitize, and enhance the quality and efficiency of its statistical operations.
Key Responsibilities:
Stakeholder Engagement & Consultation
- Participate in meetings with stakeholders from the statistical authority and affiliated entities.
- Translate technical statistical concepts into clear, actionable recommendations for both technical and non-technical audiences.
- Gather user requirements related to statistical production processes, quality frameworks, and data lifecycle.
Process Mapping & Improvement:
- Document, review, and analyze current statistical production processes (e.g., survey design, data collection, validation, imputation, estimation, dissemination).
- Map "as-is" and design "to-be" processes aligned with GSBPM (Generic Statistical Business Process Model) or similar frameworks.
- Identify inefficiencies and propose improvements or automation opportunities across statistical workflows.
Methodological Advisory
- Advise on sampling techniques, estimation methods, weighting, and imputation strategies.
- Recommend best practices in statistical quality assurance, data validation, and metadata standards.
- Support the integration of administrative and alternative data sources (e.g., big data) into official statistics production.
Standards & Best Practices
- Ensure alignment with international standards (e.g., UN Fundamental Principles of Official Statistics, SDMX, GSBPM, GSIM).
- Recommend quality frameworks and continuous improvement practices relevant to national statistics.
- Provide expertise on modern methods for statistical confidentiality, anonymization, and data privacy.
Collaboration & Knowledge Transfer
- Work closely with data engineers, consultants, and domain experts from Artefact and client-side teams.
- Support training and capacity-building efforts where relevant, including materials or workshops on statistical methods or frameworks.
- Contribute to final deliverables such as diagnostic reports, process maps, strategic recommendations, or technical documentation.
Required Skill Set:
- Strong foundation in applied statistics and statistical theory.
- Deep understanding of official statistics production processes and statistical methodologies.
- Proficiency in statistical software tools such as R, SAS, Stata, or Python.
- Familiarity with GSBPM, GSIM, SDMX, or other statistical models/frameworks used by NSOs.
- Ability to map, analyze, and optimize complex processes.
- Experience applying statistical methods to real-world data challenges.
- Strong attention to detail with the ability to ensure methodological rigor and transparency
- Excellent verbal and written communication skills in English.
- Ability to engage with stakeholders and communicate complex ideas in a clear, structured manner.
- Experience in consulting or advisory settings is a strong plus.
Other Qualifications:
- Master’s degree (or higher) in Statistics, Econometrics, Data Science, or a related field.
- Experience working with or for a national statistical office, international organization (e.g., UN, OECD, Eurostat), or in an official statistics environment is highly desirable.
- Knowledge of modern trends in data for public sector (e.g., use of AI/ML, administrative data, geospatial data) is an asset.
