Greenfield is proud to be partnering with a leading European organisation to recruit a Project Manager to support the acquisition and execution of major institutional communication programmes. This is a unique short-term opportunity (6–9 months) for a highly experienced professional with a background in engineering, telecoms, defence, or large-scale institutional initiatives. The position is based in Luxembourg and is open to both freelancers and individuals seeking a fixed-term contract.

The Role

You will support both the pre-contract (pre-sales) and implementation phases of large-scale European-funded programmes. You will play a key role in proposal preparation, negotiations, and transition into full project delivery and coordination.

Key responsibilities include:

• Supporting proposal development, pricing structures, contract negotiation and mobilisation
• Coordinating internally with departments such as engineering, legal, procurement, and finance
• Leading the delivery of small to medium-sized projects, including development, integration, validation and handover
• Managing scope, resources, timelines, and risks using professional project management tools
• Acting as the main point of contact for institutional clients and external partners
• Monitoring project performance and reporting against contractual obligations and KPIs

Your Profile

• EU nationality (mandatory due to programme nature)
• Immediate availability or short notice
• Degree in Engineering, IT, Electronics, Telecommunications, or a related technical field
• 10+ years’ experience in end-to-end project management, ideally within institutional or regulated environments
• Proven experience in responding to public sector RFPs and overseeing complex technical projects
• Strong stakeholder management, budgeting, and risk mitigation capabilities
• Excellent command of MS Project and the Microsoft Office Suite
• PMP and/or Agile certifications preferred
• Fluent in English; additional EU languages are an asset
