NATO Strategic Communications Centre of Excellence is expanding its team and looking for a dynamic and experienced Human Resources Specialist to develop and lead our HR function. The ideal candidate would be a strategic thinker with strong operational capabilities, passionate about innovations in the HR field and capable to implement those innovations to support the growth of the NATO Strategic Communications Centre of Excellence team.

 

Key Responsibilities

  • Develop and implement HR strategies, policies, and practices aligned with organizational objectives,
  • Oversee the full employee and fellow/intern lifecycle including recruitment, onboarding, performance management, and exit processes.
  • Manage administrative issues related to employment (contracting, business travel and leave request processing, remuneration documentation, etc.).
  • Provide guidance on labor law compliance, employee relations, and conflict resolution.
  • Lead workforce planning, succession planning, and organizational development initiatives.
  • Promote employee engagement, wellbeing and inclusion initiatives.
  • Act as a trusted advisor to senior leadership on all HR-related matters.


Key Requirements

  • University degree in Human Resources, Business Administration, Psychology, or a related field (Master’s preferred).
  • Proven experience (5+ years) in HR roles.
  • Strong knowledge of employment law of the Republic of Latvia and best HR practices.
  • Excellent interpersonal and communication skills; able to navigate complex interpersonal dynamics with discretion and empathy.
  • Experience in managing human resources in multi-national environments.
  • Fluent in Latvian and English; additional languages are an asset.
  • Strong interest in innovations in HR, including latest development and tools offered by AI.
