Duties

  • You will, through subordinate divisions, oversee the development and execution of program requirements to support Guam Maintenance Activity (GMA)
  • You will establish Departmental priorities and programs to ensure that GMA programs receive required operational support necessary to support Pearl Harbor Naval Shipyard's (PHNSY) mission.
  • You will exercise both administrative and technical supervision over subordinates.
  • You will provide advice, counsel, and instruction to individual employees on both technical and administrative matters.
  • Act as the lead for all Guam Initiatives and define the Guam Maintenance Activity (GMA) command and control roles and responsibilities.
  • You will serve as a recognized authority, responsible to coordinate formulation of a multi-year strategic plan and to monitor progress toward accomplishment of objectives.
  • You will be required to make sound, well-informed, and objective decisions for the Department. Decisions rendered by the incumbent carry the same force and effect as though issued by the Shipyard Commander.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing (e.g., planning, organizing, implementing) an industrial maintenance operations program (e.g., evaluate program and organizational performance; plan and execute short and long-range projects' plans; manage projects' resources; analyze and interpret policy) to optimize overall Shipyard operations.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

This position requires rotating shift work.

This position requires exposure to high noise levels.

Temporary promotions may be extended up to 5 years at the discretion of management and in accordance with applicable regulations.
