HR Process and Policy Governance Specialist

This role will act as a subject matter expert on the aspects of Human Resource (HR) risks, compliance and governance, providing guidance around operational excellence (in controls and process optimization) in HR, while ensuring employee centricity and experiences are considered in all enhancements.

The successful candidate should have a strong understanding or interest in HR policy review, Statutory /Regulatory requirements/ developments and process improvement/ control across the employee life cycle, so as to partner effectively with all HR functional verticals to improve the HR processes.

  • Provide governance and oversight for all employee relations policies and procedures. Responsible for driving Compliance processes within Group Human Capital (GHC).
  • Communicate relevant risk management policies and regulatory requirements from GHC/ Group Risk Management (GRM) to stakeholders within and outside GHC; ensure these stakeholders are sufficiently educated.
  • Coordinate the implementation of controls and process enhancements with various HR functional verticals to ensure compliance with regulations and internal policies and procedures.
  • Maintain awareness of trends on developments around regulatory and statutory requirements (e.g. PDPA, Employment Act, MAS Notices, Fair Employment Practices, Industrial Relations, CPF Act, IRAS etc.) in order to establish the implications for the organization, and to embed these developments into HR processes to ensure proper controls and compliance are effected in the organization.
  • Actively partner with GRM, Compliance, Legal and Audit functions in Singapore as well as the HR functions across the region, to ensure Human Capital policies & processes are compliant with local statutory and regulatory requirements, with proper controls while also being employee centric.
  • Perform reviews on documentation from GHC prior to submission to GRM or Audit division.
  • Monitor and track remediation of compliance gaps promptly; escalate other Compliance matters, if required (e.g. new initiative, projects or processes).
  • Facilitate sign-off of the Annual Company Assurance Process.
  • Be the Business Continuity Plan (BCP) representative for GHC division.
  • Access, control and monitor important compliance-related risk, including filling/ tracking of RNF/ MAS licensing needs for staff.
  • Be the Compliance and Risk Officer for GHC division.
  • Review employee data handling practices and processes to ensure compliance with employee data protection policy and ethical guidelines to ensure privacy of confidential employee data.
  • Support smooth & timely communication with relevant stakeholders during periodic audits, to ensure compliance obligations are met; partner with GHC functional units and business stakeholders, external regulators (e.g. MAS, PDPC, external auditors) to implement recommendations, remediation, and action plans resulting from audits.
  • Support GHC’s existing external service vendors and procurement process through tools and processes, to ensure due diligence accountability & controls are in place, pertaining to their service deliverables, contractual renewal, and invoice payment administration in accordance with the procurement process highlighted in the GHC policy.
  • Maintain the Company’s disciplinary register for all disciplinary findings of employees for the purposes of tracking and consequence management.
  • Responsible for workplace and health safety; acts as the COVID Safe Measurement management representative (when applicable).
  • More than 8 years of related experience in HR policy governance and optimisation works.
  • Strong understanding of processes within the HR Value Chain and Employee Life Cycle.
  • Skilled in project management and process review, including change management.
  • Strong stakeholder management skills.
  • Familiar with local employment regulatory guidelines and corporate governance best practices.
