Head of IT / CTO

We are hiring a Head of IT/CTO for Telema in Tallinn.


It is a full-time job onsite. No relocation is offered. You must speak Estonian to qualify for the role.


Telema is the leading EDI and e-invoicing operator in the Baltics, offering IT solutions for automated data flow in the supply chain.

There are over 5500 shops and over 1500 suppliers using Telema network.


Every year Telema transfers, converts, monitors and processes more than 25 million electronic trade documents such as orders, invoices, despatch advices and other commercial documents.


Majority of Telema clients are from the Baltic States, but also from Sweden, Finland, Poland, Denmark, Germany, Japan and Australia, altogether from 70+ countries.


Among the customers you will find all major retail chains (Selver, COOP, Maxima, Rimi etc) and their suppliers, such as HKScan, Jungent, Sanitex, Fazer to name a few.


As a key technology leader, you will play a central role in advancing Telema’s strategic goals:


  • Automating data flows to eliminate manual work and improve supply chain efficiency for customers
  • Enabling Telema to double its revenue within 3–5 years, without increasing headcount—through a strong focus on scalability and operational leverage.


Key Responsibilities


  • Develop objectives and strategies for the implementation of innovative solutions while optimizing existing systems, applications, and information within the company strategy
  • Lead Telema’s IT team and manage external IT service providers
  • Ensure reliable, secure, and efficient infrastructure operations (SLA, monitoring, backups, incident management)
  • Oversee software development across 3 business lines and 35+ products, including tech stack and architecture evolution
  • Own the IT budget (€1–2M annually), including planning for people and technology
  • Manage back-office IT, goal setting, performance metrics, and communication
  • Ensure data security and compliance (CIA principles)
  • Represent Telema publicly on tech topics (e.g., Peppol, ITL, EESPA)
  • Opportunity to become a management board member

  • Lead the development of new products and services that create customer value
  • Identify and implement emerging technologies to strengthen Telema’s competitive edge
  • Drive the successful execution of the 2025–2026 “Mega” project, replacing core systems with modern, scalable solutions



Requirements and skills


Core Qualifications


  • Proven experience leading and managing software development teams
  • Strong understanding of the software development lifecycle, including agile methodologies and release management
  • Technical background sufficient to engage in architectural and implementation discussions (coding not required)
  • Excellent organizational skills with the ability to manage multiple concurrent initiatives
  • Clear and effective communication skills; able to align technical and business perspectives
  • A pragmatic, execution-oriented mindset with strong problem-solving abilities
  • Hands-on experience with technology budgeting, planning, and performance analysis
  • Degree in Computer Science, Engineering, or relevant work-experience; MBA or graduate-level education is a plus
