Level 2 (L2) Operations Engineer

LOCATION: City / Smart City Operations Center, Qatar

General Job Description

A major smart infrastructure platform operating on a Built Operate and Transfer (BOT) model requires experienced Level 2 Operations Engineers to join its operations team.

Candidates should have a solid background in ELV (Extra-Low Voltage) systems and hands-on experience with IT infrastructure and smart city platforms. The role requires strong technical support capabilities across physical security systems, building automation technologies, and IT systems. Engineers will also be responsible for proactive monitoring and incident response within a mission-critical environment.

This is a full-time or contract-based role reporting to the Smart City Operations Project Manager.

Duties & Responsibilities

ELV & Smart City Platform Support:

• Provide Level 2 technical support for ELV systems including:
• CCTV, BMS, ACS, PAVA, FAS, LCS, Parking Management, Digital Signage, and IoT devices
• Respond to platform alerts and perform first-level diagnostics for ELV faults.
• Troubleshoot ELV equipment issues such as disconnections, power/network failures, or hardware malfunctions.
• Verify integration of ELV systems with central platforms using API/SDK, BACnet, Modbus, SNMP, or ONVIF.
  

Incident Management

• Act as the first responder for ELV and smart city platform incidents.
• Register, categorize, and prioritize tickets using ticketing tools.
• Resolve minor technical issues (e.g., offline camera, non-functional access reader).
• Escalate complex problems to Level 3 support or vendor partners.
  
  

System Monitoring & Preventive Maintenance

• Monitor ELV system health via centralized dashboards and monitoring tools.
• Perform periodic health checks on system components (e.g., camera streams, fire panel status).
• Coordinate preventive maintenance with field teams and ensure system stability post-service.
  
  

Communication & Coordination

• Collaborate with vendors, MEP contractors, ELV maintenance teams, and IT infrastructure staff.
• Provide structured updates to management and clients on incident resolution and system performance.
  
  

Skills & Abilities

• Strong understanding of ELV systems architecture and troubleshooting.
• Familiarity with integration protocols: KNX, BACnet, Modbus, SNMP, OPC, DataConduIT.
• Excellent communication skills with a customer-first approach.
• Ability to work in rotating shifts, including nights and weekends.
• Skilled in multi-vendor and cross-functional coordination.
  
  

Required

TECHNICAL SKILLS

• Practical experience with ELV Systems and Smart City platforms.
• Proficiency in system monitoring tools and dashboards.
• Knowledge of structured cabling and PoE troubleshooting.
  
  

Added Advantage

• Basic scripting knowledge (Bash/PowerShell) or diagnostic tools.
• Experience in command-and-control center operations.
• Awareness of cybersecurity considerations in ELV environments.
  
  

POTENTIAL BACKGROUND

• Diploma or Bachelor’s degree in Electronics, Electrical Engineering, Computer Science, or IT.
• 1–2 years of relevant experience in ELV operations, field commissioning, or smart infrastructure.
• Prior exposure to smart city, campus, or building automation projects is an advantage.
• ITIL Foundation certification or experience in structured ITSM environments is preferred.
