What The Role Is

The jobholder is in charge of leading intel related development using various resources, with the objective of delivering effective, secure, and business-aligned solutions within constraints. Support Intel PMC Directorate and the relevant stakeholders to develop and realise workplans in fulfilling the various multi-year masterplan programme.

What You Will Be Working On

• Develop Intel software development workplans
• Design workplans and roadmaps that outlines the overall objective of the plan, goals of the project to be achieved, high level plans of timeline and project milestones, resource plan, scopes, etc.
• Develop and implement technical strategies and solutions within the work plans.
• Seek concurrence and establish clear understanding and synchronization with various stakeholders on the workplans.
• Develop and possess good understanding of the intel users’ operational requirements and operating environments and be able to engage them to clarify, identify needs and agree on outcomes.
• Execute tasks listed in the Intel development workplan
• Provide clear definition on the solution scope, risks involved, goals and key milestones.
• Plan on monitoring and tracking of product teams in terms of manpower, hardware, software, budgeting, and work assignments.
• Maintain oversight of projects undertaken and ensure that the proposed solutioning, especially for longer-term projects, are congruent to the strategic plans.
• Monitor and track of various resources and ensure the projects are well within timeline.
• Define and implement software development processes and methodologies.
• Oversee the design, development, testing and development of software applications.
• Partner and collaborate with users from different intelligence outfits and identify and harmonize potentially competing requirements and recommend possible common solutions.
• Establish close rapport with Key Stakeholders from other HTX Units through regular engagement, seek their support and prioritises to positively steer the development of programmes and projects according to the prescribed direction.
• Manage and oversee development of Intel Development staff in relevant technical competencies and their careers in the organisation
• Manage and provide adequate technical as well as administrative guidance to allow staff to accomplish the required tasks.
• Identify and align staff learning and development needs to areas of competencies which Intel PMC plans to build long-term, e.g. best practises of InfraSecOps and DevSecOps, to achieve solution quality, stability and maintainability.
• Mentor and coach non-performing staff to understand their concerns and positively engage them to drive improvements.
• Maintain oversight of all software development / engineering engagements within Intel PMC and provide necessary technical advisory to Intel PMC programme teams.
• Be informed of the progress of all engagements within Intel PMC.
• Advise programme teams on the most appropriate approach and technical requirement, including platform design with consultation and inputs from other HTX units.
• Stay abreast of new technologies, methodologies and best practises in software development / engineering
• Decide if any or when it is suitable to use AI tools to aid in software development.
• Stay up to date with industry trends and emerging technologies.
• Perform any other duties as assigned by HTX Senior Management or Intel PMC Directorate.
  
  
  

What We Are Looking For

• Tertiary qualification in Computer Engineering, Computer Studies, or other engineering or IT-related field.
• At least 8-10 years of relevant working experience with prior Technical solutioning and consultancy experience as an added advantage.
• At least 5-8 years of software development working experience with prior experience in leading and managing a team of software engineers, developers and QA engineers as an added advantage.
• Collaborate with cross-functional teams, including product management and design.
• Good understanding of cybersecurity knowledge and prior experience in security risk assessment as an added advantage.
• Possess sound technical background, industry knowledge as well as a good understanding of business users’ operational needs and requirements.
• Possess mental agility in flexibly adapting different solutions beyond their intended usage and understand how different technologies can be used in tandem to achieve the mission objectives, while taking account of tactical constraints in the day-to-day work processes.
• Possess an attention to details, be meticulous in planning and be able to work under pressure.
• Possess good facilitation skills, organizing capabilities and foresightedness to drive solutions.
• Possess proactiveness and creative problem-solving skills.
• Possess good and effective verbal and written communications skills.
• Possess strong interpersonal skills and capable of collaborating with and influencing different internal and external stakeholders.
  
  
  

All new appointees are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure overtime, based on performance.
