Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role ID – 2025-124
Role Background
The NATO Communications and Information Agency (NCIA) located in The Hague, The Netherlands, is currently involved in the development and support of new and existing capabilities for NATO.
The framework that governs the delivery of new common funded capabilities, known as the Common Funded Capability Delivery Governance Model (CFCDGM), requires a coordinated effort between the different actors through the whole capability delivery lifecycle.
The Common Funded Capability Delivery process starts with an Operational Requirements Statement issued by ACO (Allied Command Operations), translated in the next stage into Capability Requirements by ACT (Allied Command Transformation), which define the new capability addressing the identified operational need.
ACT is responsible for creating the Capability Programme Plan (CPP) that breaks down the programme into multiple projects, allocating a number of Capability Requirements to each project. The NCIA is then appointed as Implementation Entity for some of these projects, with the mandate to implement the solutions (systems/services) that address the Capability Requirements allocated to them. As part of the capability implementation stage, the NCIA translates the Capability Requirements into Solution Requirements at project level, specifying the scope to be delivered by the project and showing traceability to their parent Capability Requirements.
The NCIA is looking for support to develop and align the CFCDGM requirements lifecycle management process, contributing to improve quality and traceability for common funded capability delivery through process alignment and information exchange of capability requirements information between ACT requirements repository and NCIA requirements management tools, using ReqIF or other means of data transfer between ACT: IBM ELM V7.0.2 or more updated version, and NCIA IBM DOORS v9.7.
