Job Summary

The job holder shall be responsible to create, maintain and manage eHealth architecture models and their lower level components while ensuring that the overall eHealth architecture is maintained in a coherent manner and that appropriate considerations are made for its security and quality. Ensure the respective business, application, data and technology perspectives are in line with the organization’s technology and governance strategies, policies and standard.

Key Roles and Responsibilities

1. Responsible for the definition and communication of the target technology and infrastructure architecture blueprint including Technology Principles, Technology and Infrastructure Strategy, Technology Strategy, Technology Standards, Technology Reference Models, Technology and Infrastructure Modelling Guidelines etc.

2. Support the head section in establishing National Health Insurance Company (NHIC) Integration Platform.

3. Create overall architecture vision for integration technologies and ensures specific components are appropriately designed and leveraged; contributes to the holistic vision of Enterprise Architecture (EA).

4. Create Integration-related reference architecture frameworks and patterns.

5. Recommend and participate in activities related to the design, development and maintenance of the Enterprise Architecture (EA).

6. Advise and recommend enterprise architecture strategies, processes and methodologies.

7. Recommend and participate in the analysis, evaluation and development of enterprise long-term strategic and operating plans to ensure that the EA objectives are consistent with the enterprise’s long-term business objectives.

8. Share best practices, lessons learned and constantly updates the technical system architecture requirements based on changing technologies, and knowledge related to recent, current and up-coming vendor products and solutions.

9. Participate in and manage Architecture Working Groups for the development and maintenance of the EA.

10. Collaborate with all relevant parties in order to review the objectives and constraints of each solution and determine conformance with the EA. Recommends the most suitable technical architecture and defines the solution at a high level.

11. Recommend and participates in the development of architecture blueprints for related systems.

12. Identify and recommend areas appropriate for further study and participates in any Proof of Concept projects required to thoroughly investigate architectural possibilities and strengthen arguments for their adoption.

13. Identify implementation risks and analyses potential impact on the enterprise and on the achievement of scheduled objectives.

14. Recommend and participate in the design and implementation of standards, tools and methodologies.

15. Participate in the design and implementation of e-health service management standards, tools and methodologies.

16. Perform other duties as requested to meet the ongoing organizational needs.

Essential Education

Bachelor's degree in Information Management, Computer Science/Computer Engineering or a related discipline.

Essential Experience

• Experience in technical architectures specific to healthcare domain including clinical information systems, digital imaging, vendor neutral architectures, medical and end-user devices, integration architectures, business administrative systems, enterprise data warehouse, big data analytics, cognitive computing, Blockchain, telehealth, telemedicine, mobility, local/cloud computing, IoTs, SSO, databases, etc.

Minimum 7 years relevant technical experience in the ICT field.
