As the Head of Cybersecurity Workforce Planning and Partnerships, you will lead national and cross-sectoral efforts to build a future-ready cybersecurity talent pipeline. This role is instrumental in shaping Singapore's cybersecurity capability through strategic collaboration with government agencies, educational institutions, industry stakeholders, and international partners.

You will drive policies, programmes, and initiatives that uplift competencies, promote career pathways, and foster long-term sustainability in the cybersecurity workforce.


Key Responsibilities:


Workforce Development

  • Lead the development and implementation of national cybersecurity talent strategies, including mid-career conversion, upskilling, and early pipeline programmes.
  • Oversee key initiatives such as internships, apprenticeships, scholarships, and fellowship schemes.
  • Work with regulators, industry associations, and employers to shape meaningful career pathways across public and private sectors.


Strategic Partnerships & Ecosystem Engagement

  • Build and manage partnerships with government agencies, IHLs, polytechnics, and global cybersecurity organizations.
  • Represent the organisation in cross-agency and international working groups related to workforce and capability development.
  • Collaborate with industry partners to co-develop initiatives that address workforce gaps and skills demand.


Standards, Frameworks & Professionalisation

  • Promote the adoption of cybersecurity competency frameworks, such as SFw for ICT and Cyber Security, and industry certifications (e.g., CISSP, OSCP, CISM).
  • Shape and operationalise standards for professional recognition, career development, and training quality assurance.


Programme & Policy Leadership

  • Design, execute, and manage programmes to uplift cybersecurity maturity across the workforce lifecycle.
  • Advise senior leadership on emerging talent trends, policy implications, and strategic interventions.
  • Track KPIs and measure programme effectiveness, ensuring alignment with national digital and security goals.


Requirements:

  • 10+ years of experience in cybersecurity, education, workforce development, or public policy.
  • Strong understanding of cybersecurity domains, talent issues, and professional skills frameworks.
  • Proven experience in stakeholder engagement, ecosystem building, and programme leadership.
  • Excellent communication and influencing skills across public, private, and international platforms.
  • Experience with government talent programmes, educational institutions, and international cyber workforce efforts is highly desirable.
