The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Role Duties And Responsibilities
- Assist customers and requirement holders in the definition of project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility;
- Full responsibility for the definition, approach, facilitation and satisfactory completion of the assigned projects, adopting Waterfall or Agile methodologies as adequate;
- Provide effective leadership to the project team, including third parties, contractors and vendors when applicable;
- Direct, co-ordinate and supervise all activities of assigned resources in the frame of Plans & Projects, Requirements Management and Service Management;
- Ensure that realistic project plans are created and maintained, and delivers regular and accurate communication to stakeholders;
- Manage the change control process and assesses and manages risks;
- Ensure project and product quality reviews occur on schedule and according to procedure;
- Monitor costs, schedules, quality and resources used and takes action where performance deviates from agreed tolerances;
- Provide technical and policy advice in the areas of the Communications and Information Systems (CIS) used in the training environment of the NCI Academy, and to other NCI Agency elements as appropriate;
- Stay abreast of development in Service and Project Management methodologies/tools and technology developments relevant to the area of work and supports the development and implementation of Agency Service and Project Management directives and processes and their application to Academy Learning Environment;
- Assess service demand and advices on emerging requirements, initiates technical, cost and resources assessment, directs development of local deployment schedules, plans and projects for service transition;
- Lead development of resource requirements for the projects assigned to the section and provides guidance for their defence through the various levels of the NATO screening and approval process;
- Direct, co-ordinate and supervise all activities of assigned financial resources;
- Direct all aspects of managing new requirements into service including producing price proposals, acquisition, asset management and project management;
- Deputise for the Section Head and higher-grade staff if required;
- Perform other duties as may be required.
- Must have worked in positions with comparable array of complexity and responsibility for a minimum of 3 recent years, to include supervision of permanent or project-oriented organizational teams;
- High level of organisational and coordination skills;
- Excellent communication skills, both written and oral;
- Project Management experience in a CIS service organization;
- Planning of service levels, service continuity and customer relations experience.
- Knowledge of project development for CIS in NATO, specifically Capability Packages (CP);
- Background in CIS support and/or maintenance with a good understanding of CIS systems and associated non-CIS equipment;
- Experience in NATO CIS systems and Services;
- Experience in policy, procedures and organization of C4ISR within NATO, and knowledge of and experience on project assessment methods and submission procedures within NATO;
- Training and experience in Agile Project Management methodologies;
- ITIL Foundation Certificate;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
- A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post
