Senior Program Manager

Requirements

  • 3–5 years of experience managing cloud transition programs and organizational change.
  • Lead and coordinate the four primary tracks of the Cloud Transition Program.
  • Update and align Utrecht’s cloud policy with current technological trends and geopolitical considerations.
  • Drive successful delivery of program goals, milestones, and KPIs.
  • Ensure clear communication and alignment across all stakeholders, fostering engagement and facilitating change.
  • Prepare reports and documentation for the steering committee and executive leadership.
  • Oversee planning, budget management, quality assurance, and program execution.
  • Cultivate internal support and lead effective change management efforts across departments.
  • Bachelor’s degree (HBO level) or equivalent working/thinking level.
  • Proven track record in supplier management within cloud-based environments.
  • Solid understanding of cloud strategy, application portfolio management, and migration processes.
  • Demonstrated experience leading change initiatives within large (semi-)government organizations.
  • Experience working with G4 municipalities or comparable public sector bodies within the past 5 years.
  • Familiarity with enterprise architecture frameworks and their alignment with the Common Ground approach.
  • Strong communicator with persuasive and influential abilities.
  • Strategic mindset combined with a hands-on leadership style.
  • High level of organizational awareness and collaborative approach.
  • Results-oriented and pragmatic in execution.
  • Inspires and guides teams with a strong leadership presence.
