Product Owner

At Nortal, Product Owners take responsibility for a wide range of solutions across domains—be it enabling citizens to access services, improving public safety, or transforming defense systems. We’re looking for a strategic thinker and team player who thrives in complex environments, understands business, technology and people—and helps our teams succeed by providing clarity, direction, and momentum.

We are hiring for multiple roles across projects, offering in-house, full-time employment with flexibility in work arrangements:

• Onsite roles in Oman (Omani nationals or residents in Oman, regardless of nationality)
• Relocation support available for candidates based in MEA or Europe who are open to moving to Oman
• Remote roles for candidates in Europe, with the ability to travel occasionally to Oman or Saudi Arabia
  
  
  

Arabic language skills are a plus but not mandatory.

For one of our positions, we are specifically seeking candidates with a background working with defense, police, security, or military sectors.

Responsibilities

• Collaborate with customer business stakeholders, engineering, and subject matter experts to elicit the business requirements and business processes aiming to establish solution vision and implementation strategy focusing on trade-offs between business needs and actual situation.
• Design and advise on a solution that is based on customers’ executives, end-users, and
• technical requirements within the customer’s budget and time and other customer-specific constraints.
• Proactively communicate and collaborate with external and internal customers to analyze and deliver the following artifacts as needed: As-is and To-be Analysis, Roadmap, Business Process and Requirements, Functional requirements, Use Cases, Prototypes etc.
• Own, describe, prioritize, and monitor the project plan and report project progress to business stakeholders.
• Ensure the team has a clear understanding that we are working towards the project vision, scope, priorities, and goals.
• Identify potential project opportunities and communicate proactively with customers for further exploration and evaluation.
  
  
  

Qualifications

To thrive in this role, you should have:

• strong empathy for customers, and can identify their current and future needs
• background in business or system analysis or product management
• previous experience with public sector domain or information systems
• project management skills: experience in goal prioritization, time management, setting, and managing the scope
• excellent communication and collaboration skills, a love of teamwork
• background in defense, security, or law enforcement is a plus for one of the roles
• Arabic language proficiency is a nice-to-have, but not required.
